It has been implemented as a means of reform in the Indian Bureaucracy. The purpose of the Karmayogi Yojna or Mission Karmayogi is to lay strong foundations for the capacity building of the Indian civil servants and thereby ensure that governance is boosted and enhanced.<\/p>\n\n\n\n<div class=\"wp-block-buttons aligncenter is-layout-flex wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button\"><a class=\"wp-block-button__link\" href=\"https:\/\/www.oliveboard.in\/upsc-civil-services\/?ref=ContTM\" target=\"_blank\" rel=\"noreferrer noopener\">Take Mock Test Here<\/a><\/div>\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Key_Aspects_Of_Karmayogi_Yojana\"><\/span><strong>Key Aspects Of&nbsp;<\/strong><strong>Karmayogi Yojana<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li>The scheme has been initiated and launched by the Union Cabinet.<\/li><li>The scheme is geared towards setting up a new national architecture for civil services capacity building.&nbsp;<\/li><li>The civil services capacity building will be bone at three separate levels: at the level of the individual, at the level of the processes, and at institutional level.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>From 2020 to 2021, this scheme will be covering about 46 lakh central employees.<\/li><li>The mission will be run by a special purpose vehicle (SPV) (non-profit company) that has been set up under the Companies Act 2013.<\/li><li>The SPV that has been set up will also have the responsibility of managing i-GOT Karmayogi, the digital platform for online training<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Salient_Features_Of_Karmayogi_Yojana\"><\/span><strong>Salient Features Of <\/strong><strong>Karmayogi Yojana<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The Mission Karmayogi or <strong>Karmayogi Yojana<\/strong> is a move in the direction of improving the practices of human resource management in the government. The salient features of the <strong>Karmayogi Yojana<\/strong> are given below.<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Human Resource (HR) management is to move from being <strong>Rules-Based to Roles Based<\/strong> \u2013 The new focus will be on allocating those jobs to the individual civil servants in which they have competency.<\/li><li><strong>The civil servants will be provided On-Site Learning<\/strong>&nbsp;that will go hand in hand with Off-Site Learning and enhance capacity and capability. &nbsp;This will be done through training that is provided on-site to the civil servants.<\/li><li><strong>Creating an ecosystem of shared training infrastructure<\/strong>&nbsp;and facilitating the Civil servants to become familiar with and make use of this ecosystem that comprises shared personnel, shared institutions, and shared learning materials.<\/li><li><strong>Employing the Framework of Roles, Activities and Competencies (FRACs) approach&nbsp;<\/strong>\u2013 This approach will be used to calibrate all the various civil services positions. This approach will also form the basis for the creation of all the content for training\/ learning and its delivery to each and every government entity.<\/li><li><strong>Behavioural, Functional and Domain Competencies \u2013&nbsp;<\/strong>Civil Servants will be expected to build their competencies in their self-driven and the mandated learning paths.<\/li><li>The Central Ministries and the Departments and their organizations will work together for the <strong>co-creation of the common ecosystem<\/strong> \u2013 This is a way to create an ecosystem of learning through an annual financial subscription for every employee.<\/li><li><strong>Creating a partnership with the learning content creators<\/strong>&nbsp;\u2013 Public training institutions, universities, start-ups, and individual experts will be enabled to be a part of this capacity-building mission.<\/li><\/ol>\n\n\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"I-GOT-_Karmayogi\"><\/span><strong>I-GOT- Karmayogi<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li>I-GOT Karmayogi is an Integrated Government Online Training digital platform under the Ministry of Human Resources and Development (MHRD). It is supposed to programmes to deliver capacity building by drawing content from global best practices rooted in Indian national ethos.<\/li><li>It has been set up to enable comprehensive reform in the capacity building apparatus at the three different levels: Process, institution, and individual.<\/li><li>Civil servants will have to take online courses, and they will be evaluated based on their courses, their performances in each course they have taken spreading across their span of services.<\/li><li>All digital e-learning courses containing world-class content shall be made available to the civil servants on this platform.<\/li><li>Along with the online courses, services like confirmation after probation period, deployment, work assignment&nbsp;&amp;&nbsp;notification of vacancies, etc., shall be part of this platform.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_Six_Pillars_Of_Karmayogi_Yojana\"><\/span><strong>The Six Pillars Of&nbsp;<\/strong><strong>Karmayogi Yojana<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>There are six pillars that form the basis of Mission Karmayogi. &nbsp;These are listed below.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Competency Framework<\/li><li>Digital Learning Framework<\/li><li>Electronic Human Resource Management System (e-HRMS)<\/li><li>Institutional Framework<\/li><li>Monitoring&nbsp;&amp;&nbsp;Evaluation Framework<\/li><li>Policy Framework<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_Idea_That_Led_To_The_Karmayogi_Yojana\"><\/span><strong>The Idea That Led To The<\/strong><strong>&nbsp;Karmayogi Yojana<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>It has been understood that the Indian administration\u2019s backbone is the Civil services. Any reform that is introduced for enhancing the capacity building of the civil services is a key step in the furthering of improved governance within the nation.
