This means, there\u2019s a high chance you will get a question related to EVMs in your <strong>UPSC CSE Exams<\/strong>.<\/span><\/p>\n<p><span style=\"color: #000000;\">Therefore, we are providing you a brief about <strong>Electronic Voting Machines<\/strong>, in the following article:<\/span><\/p>\n<p>&nbsp;<\/p>\n<h6><span style=\"color: #008080;\"><strong>What are Electronic Voting Machines?<\/strong><\/span><\/h6>\n<p><span style=\"color: #000000;\">Electronic Voting Machines are used to enable people to vote electronically. It is also used to aid casting and counting of votes.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h6><span style=\"color: #008080;\"><strong>When were EVMs introduced?<\/strong><\/span><\/h6>\n<p><span style=\"color: #000000;\">EVMs were manufactured during <strong>1989-90<\/strong> by two public-sector undertaking; <strong>Bharat Electronics Ltd (Bangalore)<\/strong> and <strong>Electronics Corporation of India Ltd (Hyderabad)<\/strong> and were devised by the <strong>Election Commission of India<\/strong>. However, they were first used in the General Elections in November of 1990, in 16 Assembly Constituencies in the States of MP, Rajasthan and NCT of Delhi.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h6><span style=\"color: #008080;\"><strong>How do EVMs work?<\/strong><\/span><\/h6>\n<p><span style=\"color: #000000;\">EVM&#8217;s are powered by a <strong>6-Volt Alkaline Battery<\/strong>. It consists of two units namely, the <strong>Control Unit<\/strong> and the <strong>Balloting Unit<\/strong>.<\/span><\/p>\n<p><span style=\"color: #000000;\">These two components are joined by a 5-meter cable. The Balloting Unit is the component on which the voters press the button and cast their vote. (<em>This is placed inside the voting chamber<\/em>). The Control Unit is the component supervised by the <em>Presiding Officer<\/em> or <em>Polling Officer<\/em> at the Poll booth. As mentioned earlier, EVMs run on a 6-Volt Alkaline Battery, enabling EVMs to be used throughout the country <strong>without interruptions.<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<h6><span style=\"color: #008080;\"><strong>How many votes can be recorded in total?<\/strong><\/span><\/h6>\n<p><span style=\"color: #000000;\">EVMs can record maximum of <strong>3840 votes<\/strong>.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h6><span style=\"color: #008080;\"><strong>What&#8217;s the maximum number of candidates an EVM can cater to?<\/strong><\/span><\/h6>\n<p><span style=\"color: #000000;\">Each Balloting unit has a provision for <strong>16 candidates<\/strong>. If the number of candidates exceed 16, a second balloting unit is linked parallel to the first one. The maximum number of candidates an EVM can cater to is <strong>64<\/strong> (That is 4 Balloting units).<\/span><\/p>\n<p><span style=\"color: #000000;\">If there are constituencies with more than 64 contesting candidates, they must adopt the conventional voting method wiz, ballot box and ballot paper.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h6><span style=\"color: #008080;\"><strong><u>Advantages<\/u><\/strong><\/span><\/h6>\n<ul>\n<li><span style=\"color: #000000;\">Saves a great deal of paper<\/span><\/li>\n<li><span style=\"color: #000000;\">Saves the cost involved in printing, transporting, storing and distributing the ballot papers.<\/span><\/li>\n<li><span style=\"color: #000000;\">The counting of votes is much quicker in electronic voting (2-3 hours), compared to counting of votes in conventional voting (30-40 hours).<\/span><\/li>\n<li><span style=\"color: #000000;\">No bogus voting. No voter can vote twice. And no invalid votes.<\/span><\/li>\n<li><span style=\"color: #000000;\">EVMs do not require electricity to function.<\/span><\/li>\n<li><span style=\"color: #000000;\">EVMs have a very long shelf life (approx. 15 years)<\/span><\/li>\n<li><span style=\"color: #000000;\">EVMs are very easy to install and use.<\/span><\/li>\n<li><span style=\"color: #000000;\">It is next to impossible to hack or tamper with EVMs.<\/span><\/li>\n<li><span style=\"color: #000000;\">Can be used for simultaneous elections for Parliament and State Legislative Assembly.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h6><span style=\"color: #008080;\"><strong><u>Disadvantages<\/u><\/strong><\/span><\/h6>\n<ul>\n<li><span style=\"color: #000000;\">It\u2019s hard to tamper with EVMs but not impossible.<\/span><\/li>\n<li><span style=\"color: #000000;\">Software malfunction leading to inaccurate results.<\/span><\/li>\n<li><span style=\"color: #000000;\">Security problems<\/span><\/li>\n<li><span style=\"color: #000000;\">Vulnerability to hacking<\/span><\/li>\n<li><span style=\"color: #000000;\">No means for voters to verify their votes<\/span><\/li>\n<li><span style=\"color: #000000;\">The time gap between the voting and the counting of votes is a risk to possible tampering, as the ballots are physically stored after votes<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h6><\/h6>\n<h6 style=\"text-align: center;\"><span style=\"color: #008080;\"><strong><u>Impact on Electoral Processes<\/u><\/strong><\/span><\/h6>\n<p><span style=\"color: #000000;\">India\u2019s is the largest democracy in the world and has hundreds of millions of voters. <strong>Electoral frauds<\/strong> (multiple-voting, vote buying) have been the biggest challenge for the <strong>Election Commission of India<\/strong>. Among these, <em>\u2018booth-capturing\u2019<\/em> (goons supporting a political party raiding polling stations and stuffing ballot boxes with votes) is the biggest.<\/span><\/p>\n<p><span style=\"color: #000000;\">Though the <strong>Election Commission of India<\/strong>, over the years, has taken measures to curb these malpractices, the traditional voting system still posed security problems.<\/span><\/p>\n<p><span style=\"color: #000000;\">However, with the introduction of <strong>Electronic Voting Machines (EVMs)<\/strong> in the 90s, booth-capturing was curbed. EVMs can register only 5 votes per minute, and booth-capturing would require more time than that.
