Here the act refers to the Jammu and Kashmir Panchayati Raj Act, 1989.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Halqa Majlis<\/h3>\n\n\n\n<p><em><strong>Halqa Majlis<\/strong> <\/em>refers to all the voters or those people whose names are included in the electoral roll of a designated Halqa Panchayat.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Sarpanch<\/h3>\n\n\n\n<p><strong><em>Sarpanch<\/em><\/strong> as the title suggests is the head of the panches or head of the panchayat. In other words, the sarpanch is the head of the Halqa Panchayat. The number of panches can be a minimum of 7 and a maximum of 11 including the sarpanch.<\/p>\n\n\n\n<p><strong>Important Points<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The reservation of seats of panch for SC and ST should be proportionate to the population.<\/li><li>Also, one-third of the seats from the reserved category as well as from the total panches should be women.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Naib Sarpanch<\/h3>\n\n\n\n<p>Naib Sarpanch is one member of the panchayat who is selected by indirect election in the first notified meeting of Halqa Majlis.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Village Level Worker or Panchayat Secretary<\/h3>\n\n\n\n<p>Village Level Worker (VLW) or Panchayat Secretary as the name suggests is the secretary of the Halqa Panchayat.<\/p>\n\n\n\n<p><strong><em><a href=\"https:\/\/www.oliveboard.in\/jkssb-panchayat-secretary-vlw-mock-test\/?ref=Contmrg-jkvlw\">Crack JKSSB VLW Exam with a Free Mock Test Here<\/a><\/em><\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Corporate body<\/h3>\n\n\n\n<p>As the Halqa Panchayat is a corporate body it can sue or it can be sued by its corporate name. The term of office for Halqa Panchayat is 5 years.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Conditions of Disqualification<\/h3>\n\n\n\n<p>The following are conditions of disqualification:<\/p>\n\n\n\n<p>a. PRC of state<\/p>\n\n\n\n<p>b. Govt or local body employee<\/p>\n\n\n\n<p>c. Less than 25 yrs old<\/p>\n\n\n\n<p>d. Unsound mind<\/p>\n\n\n\n<p>e. Adjudged insolvent<\/p>\n\n\n\n<p>f. Salaried servant of Halqa Panchayat<\/p>\n\n\n\n<p>g. Lamerdar\/chowkidar<\/p>\n\n\n\n<p>h. If crime is greater than 2 yr and no political crime<\/p>\n\n\n\n<p>i. If the name is not there on the electoral roll<\/p>\n\n\n\n<p>j. Presenting false SC or ST certificate leads to a 6-year disqualification from the date of finding<\/p>\n\n\n\n<p><strong><em><a href=\"https:\/\/www.oliveboard.in\/jkssb-panchayat-secretary-vlw-mock-test\/?ref=Contmrg-jkvlw\">Crack JKSSB Panchayat Secretary Exam with a Free Mock Test Here<\/a><\/em><\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Removal of Sarpanch and Naib Sarpanch<\/h3>\n\n\n\n<p>Sarpanch and Naib Sarpanch can be removed from the posts if two-thirds of the total number of panches vote in favour of the removal.<\/p>\n\n\n\n<p>The Sarpanch and Naib Sarpanch can be removed on the following grounds:<\/p>\n\n\n\n<p>(a) Gross misconduct<\/p>\n\n\n\n<p>(b) Neglect of duty<\/p>\n\n\n\n<p>(c) Disqualified<\/p>\n\n\n\n<p>(d) Six consecutive meetings missed<\/p>\n\n\n\n<p>The vacancies must be filled by election or nomination as the case may be. The vacancies must be there for a duration greater than 6 months.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Supercesssion of Halqa Panchayat<\/h3>\n\n\n\n<p>The Halqa Panchayat undergo supercession from the government by notification if the panchayat is found to be incompetent or defaulting in duty.
