Important Lockdown Guidelines Unlock 4.0 – Govt. of India

After completing the first second and third phase of Unlock 1.0, Unlock 2.0 & Unlock 3.0 Ministry of Home Affairs released the guidelines for Unlock 4.0, guidelines would be a step to revive the economy while taking precautionary measures for COVID-19. Unlock 4 opens up more activities outside Containment Zones Strict enforcement of lockdown in Containment Zones till 30th September 2020

The Ministry of Home Affairs (MHA) has issued new guidelines today for opening up more activities in areas outside the Containment Zones. In Unlock 4, which will come into effect from September 1, 2020, the process of phased re-opening of activities has been extended further. The new guidelines, issued today, are based on feedback received from States and UTs, and extensive consultations held with related Central Ministries and Departments.

Salient features of the new guidelines – Unlock 4

1. Metro rail will be allowed to operate with effect from 7th September 2020 in a graded manner, by the Ministry of Housing and Urban Affairs (MOHUA)/ Ministry of Railways (MOR), in consultation with MHA. In this regard, Standard Operating Procedure (SOP) will be issued by MOHUA.

2. Social/ academic/ sports/ entertainment/ cultural/ religious/ political functions and other congregations will be permitted with a ceiling of 100 persons, with effect from 21st September 2020. However, such limited gatherings can be held with the mandatory wearing of face masks, social distancing, provision for thermal scanning and hand wash, or sanitizer.

3. Open-air theatres will be permitted to open with effect from 21st September 2020.

4. After extensive consultation with States and UTs, it has been decided that Schools, colleges, educational and coaching institutions will continue to remain closed for students and regular class activity up to 30th September 2020. Online/distance learning shall continue to be permitted and shall be encouraged. However, following will be permitted, in areas outside the Containment Zones only, with effect from 21st September 2020 for which, SOP will be issued by the Ministry of Health & Family Welfare (MoHFW):

5. Higher Education Institutions only for research scholars (Ph.D.) and post-graduate students of technical and professional programs requiring laboratory/ experimental works. These will be permitted by the Department of Higher Education (DHE) in consultation with MHA, based on the assessment of the situation, and keeping in view the incidence of COVID-19 in the States/ UTs.

6. All activities, except the following, shall be permitted outside containment zones:

7. Lockdown shall continue to be implemented strictly in the Containment Zones till 30th September 2020.

8. Containment Zones shall be demarcated by the District authorities at the micro-level after taking into consideration the guidelines of MoHFW with the objective of effectively breaking the chain of transmission. Strict containment measures will be enforced in these containment zones and only essential activities will be allowed.

9. Within the containment zones, strict perimeter control shall be maintained and only essential activities allowed.

10. These Containment Zones will be notified on the websites of the respective District Collectors and by the States/ UTs and information will also be shared with MOHFW.

Here are a few things that were earlier imparted during Unlock 3.0

The restrictions on international travel, tourism, live events, schools, and theatres may be relaxed with a complete set of operating guidelines.

Industries like aviation, tourism, and sports have not yet been entirely exempted from lockdown restrictions.

In terms of live sports, the report proposed grading various sports on the basis of risk, like the amount of physical contact. Sports like cricket, badminton, and track events pose no risk and competitions can be held with precautions such as using 50% of the capacity of venues with gaps between seats, it said.

Similarly, for cinema halls and auditoriums, it suggested gaps between seats and regular sanitation of venues. Transactions via digital mode for tickets and food should be encouraged, it said.

Opening of states, tourist destinations, and tourism is also proposed with a clear date to be decided while taking the necessary precautionary measures for the safety of tourists.

i) Take special care of the elderly in your homes.

ii) Follow “Lakshman Rekha’ of lockdown and social distancing and use homemade masks.

iii) Follow Ayush Ministry’s guidelines to enhance your immunity.

iv) Download Arogya Setu App and be aware of your environment.

v) Take care of poor families and provide them food.

vi) Be compassionate towards your employees, don’t remove them from the jobs.

vii) Respect Corona warriors – Health Professionals, Sanitation Workers, Police Force etc.

If we follow these 7 points requested by our respect PM, we as a community can definitely overcome this situation and things will be back to normal again.
