Unlock 5 Guidelines Out | Know What’s Open, What’s Closed, What’s Allowed, What’s Not

List of activities permitted in areas outside containment zones

  • Cinemas/theatres/multiplexes will be permitted to open with up to 50% of their seating capacity, for which, SOP will be issued by the Ministry of Information & Broadcasting.
  • Business to Business (B2B) Exhibitions will be permitted to open, for which, SOP will be issued by the Department of Commerce.
  • Swimming pools being used for training of sportspersons will be permitted to open, for which the standard operating procedure (SOP) will be issued by the Ministry of Youth Affairs & Sports (MoYA&S).
  • Entertainment parks and similar places will be permitted to open, for which the SOP will be issued by the MoHFW.
  • Opening of Schools, colleges, educational institutions, and coaching institutions.
  • For the re-opening of schools and coaching institutions, State/ UT Governments have been given the flexibility to take a decision after 15 October 2020 in a graded manner.
  • The decision shall be taken in consultation with the respective school/ institution management, based on their assessment of the situation, and subject to the following conditions
  • Online/ distance learning shall continue to be the preferred mode of teaching and shall be encouraged.
  • Where schools are conducting online classes, and some students prefer to attend online classes rather than physically attend school, they may be permitted to do so.
  • Students may attend schools/ institutions only with the written consent of parents.
  • Attendance must not be enforced and must depend entirely on parental consent.
  • States /UTs will prepare their own SOP regarding health and safety precautions for reopening schools/ institutions based on the SOP to be issued by the Department of School Education and Literacy (DoSEL), Ministry of Education, Government of India, keeping local requirements in view.
  • Schools, which are allowed to open, will have to mandatorily follow the SOP to be issued by Education Departments of States/ UTs.
  • Department of Higher Education (DHE), Ministry of Education may take a decision on the timing of the opening of Colleges/ Higher Education Institutions, in consultation with the Ministry of Home Affairs (MHA), based on the assessment of the situation.
  • Online/ distance learning shall continue to be the preferred mode of teaching and shall be encouraged.
  • Social/ academic/ sports/ entertainment/ cultural/ religious/ political functions and other congregations have already been permitted with a ceiling of 100 persons, outside Containment Zones only.
  • Now State/ UT Governments have been given the flexibility to permit such gatherings beyond the limit of 100 persons, outside Containment Zones, after 15th October 2020, which will be subject to the following conditions:
  • In closed spaces, a maximum of 50% of the hall capacity will be allowed, with a ceiling of 200 persons. Wearing of face masks, maintaining social distancing, provision for thermal scanning and use of hand wash or sanitizer will be mandatory.
  • In open spaces, keeping the size of the ground/ space in the view, and with strict observance of social distancing, the mandatory wearing of face masks, provision for thermal scanning and hand wash or sanitizer.
  • To ensure that such gatherings do not spread COVID-19, State/ UT Governments will issue detailed SOPs to regulate such gathering and strictly enforce the same.

No restriction on Inter-State and intra-State movement

All activities, except the following, shall be permitted outside containment zones:

  • International air travel of passengers, except as permitted by MHA.
  • Entertainment parks and similar places will remain closed.
  • Lockdown shall continue to be implemented strictly in the Containment Zones till 31 October
  • Containment Zones shall be demarcated by the District authorities at the micro-level after taking into consideration the guidelines of MoHFW with the objective of effectively breaking the chain of transmission.
  • Strict containment measures will be enforced in these containment zones and only essential activities will be allowed.
  • Within the containment zones, strict perimeter control shall be maintained and only essential activities allowed.

Protection for vulnerable persons

  • Vulnerable persons, i.e., persons above 65 years of age, persons with co-morbidities, pregnant women, and children below the age of 10 years, are advised to stay at home, except for meeting essential requirements and for health purposes.
  • However, Higher Education Institutions only for research scholars (Ph.D) and post-graduate students in science and technology stream requiring laboratory/ experimental works will be permitted to open from 15th October, 2020, as under:
  • For Centrally Funded Higher Education Institutions, the Head of Institution will satisfy herself/ himself that there is a genuine requirement of research scholars (Ph.D) and post-graduate students in science and technology stream for laboratory/experimental works.

Important Lockdown Guidelines Unlock 4.0 – Govt. of India

After completing the first second and third phase of Unlock 1.0, Unlock 2.0 & Unlock 3.0 Ministry of Home Affairs released the guidelines for Unlock 4.0, guidelines would be a step to revive the economy while taking precautionary measures for COVID-19. Unlock 4 opens up more activities outside Containment Zones Strict enforcement of lockdown in Containment Zones till 30th September 2020

The Ministry of Home Affairs (MHA) has issued new guidelines today for opening up more activities in areas outside the Containment Zones. In Unlock 4, which will come into effect from September 1, 2020, the process of phased re-opening of activities has been extended further. The new guidelines, issued today, are based on feedback received from States and UTs, and extensive consultations held with related Central Ministries and Departments.

Salient features of the new guidelines – Unlock 4

1. Metro rail will be allowed to operate with effect from 7th September 2020 in a graded manner, by the Ministry of Housing and Urban Affairs (MOHUA)/ Ministry of Railways (MOR), in consultation with MHA. In this regard, Standard Operating Procedure (SOP) will be issued by MOHUA.

2. Social/ academic/ sports/ entertainment/ cultural/ religious/ political functions and other congregations will be permitted with a ceiling of 100 persons, with effect from 21st September 2020. However, such limited gatherings can be held with the mandatory wearing of face masks, social distancing, provision for thermal scanning and hand wash, or sanitizer.

3. Open-air theatres will be permitted to open with effect from 21st September 2020.

4. After extensive consultation with States and UTs, it has been decided that Schools, colleges, educational and coaching institutions will continue to remain closed for students and regular class activity up to 30th September 2020. Online/distance learning shall continue to be permitted and shall be encouraged. However, following will be permitted, in areas outside the Containment Zones only, with effect from 21st September 2020 for which, SOP will be issued by the Ministry of Health & Family Welfare (MoHFW):

  • States/ UTs may permit up to 50% of teaching and non-teaching staff to be called to the schools at a time for online teaching/ tele- counseling and related work.
  • Students of classes 9 to 12 may be permitted to visit their schools, in areas outside the Containment Zones only, on a voluntary basis, for taking guidance from their teachers. This will be subject to the written consent of their parents/ guardians.
  • Skill or Entrepreneurship training will be permitted in National Skill Training Institutes, Industrial Training Institutes (ITIs), Short term training centres registered with National Skill Development Corporation or State Skill Development Missions, or other Ministries of Government of India or State Governments. National Institute for Entrepreneurship and Small Business Development (NIESBUD), Indian Institute of Entrepreneurship (IIE), and their training providers will also be permitted.

5. Higher Education Institutions only for research scholars (Ph.D.) and post-graduate students of technical and professional programs requiring laboratory/ experimental works. These will be permitted by the Department of Higher Education (DHE) in consultation with MHA, based on the assessment of the situation, and keeping in view the incidence of COVID-19 in the States/ UTs.

6. All activities, except the following, shall be permitted outside containment zones:

  • Cinema halls, swimming pools, entertainment parks, theatres (excluding open-air theatre), and similar places.
  • International air travel of passengers, except as permitted by MHA.

7. Lockdown shall continue to be implemented strictly in the Containment Zones till 30th September 2020.

8. Containment Zones shall be demarcated by the District authorities at the micro-level after taking into consideration the guidelines of MoHFW with the objective of effectively breaking the chain of transmission. Strict containment measures will be enforced in these containment zones and only essential activities will be allowed.

9. Within the containment zones, strict perimeter control shall be maintained and only essential activities allowed.

10. These Containment Zones will be notified on the websites of the respective District Collectors and by the States/ UTs and information will also be shared with MOHFW.

11.States not to impose any local lockdown outside Containment Zones:

  • State/ UT Governments shall not impose any local lockdown (State/ District/ sub-division/City/ village level), outside the containment zones, without prior consultation with the Central Government.

12. No restriction on Inter-State and intra-State movement

  • There shall be no restriction on inter-State and intra-State movement of persons and goods. No separate permission/ approval/ e-permit will be required for such movements.

Here are a few things that were earlier imparted during Unlock 3.0

The restrictions on international travel, tourism, live events, schools, and theatres may be relaxed with a complete set of operating guidelines.

Industries like aviation, tourism, and sports have not yet been entirely exempted from lockdown restrictions.

In terms of live sports, the report proposed grading various sports on the basis of risk, like the amount of physical contact. Sports like cricket, badminton, and track events pose no risk and competitions can be held with precautions such as using 50% of the capacity of venues with gaps between seats, it said.

Similarly, for cinema halls and auditoriums, it suggested gaps between seats and regular sanitation of venues. Transactions via digital mode for tickets and food should be encouraged, it said.

Opening of states, tourist destinations, and tourism is also proposed with a clear date to be decided while taking the necessary precautionary measures for the safety of tourists.

Here Are a Few Other Highlights of the Lockdown that were earlier imparted:

  • All types of passenger movements by train, bus, airplane, the car has been stopped unless it is an extreme emergency.
  • Interstate Bus Services commenced on 17th May 2020 in many states.
  • Transportation using rail has been given permission. Special Shramik trains are being run to move the migrants to their homes. Also, the trains services in limited nature is to begin from 1 June.
  • All the educational institutions, training institutes & offline coaching centers will remain closed.
  • Clusters or hotspots of COVID-19 will be strictly monitored and in some places, the decision to seal the premises will be implemented.
  • The strict watch will be kept on the movement of the population coming inward and outward of this containment zones.
  • The sale of Liquor began on 4th may post the government nod.
  • Flights became operational on 25th May. The government has given nod to operate flights on a calculated basis. Initially, metro cities will only be connected by each other. West Bengal to initiate flying from 28th May in light of Amphan cyclone.
  • People coming out of their houses needs to mandatorily cover their faces with masks.
  • Grocery stores, milk booths, poultry, meat, and fish shops will remain open during the lockdown to help the population during the lockdown.
  • Bank branches will keep functioning as normal for their working hours.
  • Online learning and training are being highly motivated by governments during these times.
  • Transportation using rail has been given permission. Special Shramik trains are being run to move the migrants to their homes. Also, the trains services in limited nature are to begin from 1 June.

v) Take care of poor families and provide them food.

vi) Be compassionate towards your employees, don’t remove them from the jobs.

vii) Respect Corona warriors – Health Professionals, Sanitation Workers, Police Force etc.
