Pradhan Mantri Adarsh Gram Yojana- Infrastructure, Environment, Sanitation

The Pradhan Mantri Adarsh Gram Yojana (PMAGY), a Government of India program for the empowerment of the underprivileged, intends to achieve integrated development of chosen villages via the convergence of all relevant Central and State initiatives. The project was established on a pilot basis in March 2010 for the coordinated development of 1000 communities, each with a population of more than 50% Schedule Caste.

Concerning the project, it was initiated by the government with the goal of changing villages around the nation into villages equipped with all required amenities or the conversion of Grams to Adarsh Garms. A model village is one with enough physical and institutional infrastructure, in which the basic needs of all parts of society are adequately addressed; they live in harmony with one another and with the environment, and it is a progressive and dynamic community. These communities should be equipped with all of the amenities required for a decent lifestyle, therefore providing an atmosphere where all of its people may maximise their potential.

Infrastructure

• An all-weather road should connect it to the nearest main road. Similarly, in the event of a multi-hamlet community, all hamlets should be linked by an all-weather road.
• Access to clean drinking water for everybody on a long-term basis.
• Every home should have power.
• Internal roads in the community should be slush-free, and street lighting should be adequate.
• The village should have enough communication facilities, such as a post office, telephones, and, if feasible, internet access, as well as the Bharat Nirman Common Service Centre (being established by the Deptt. of Information Technology).
• Adequate banking services are available through normal (brick and mortar) banks in the village or nearby, as well as through the Business Correspondent/Business Facilitator Model.
• Every person should have enough accommodation, and no family should be homeless.

Environment And Sanitation

• The village should have a high level of cleanliness, with no open defecation or dry latrines, as well as hygienic toilets, drainage, and an effective waste disposal system. It should, as much as feasible, meet the requirements of the “Nirmal Gram Puraskar.”
• The village should protect its environment by (1) planting trees, (2) harvesting water and maintaining water bodies, (3) using sustainable energy sources such as biogas, solar energy, wind energy; and (4) using smokeless chulhas, among other things.

Human Development, Social Infrastructure, And Social Harmony

• An Anganwadi centre and appropriate-level schools should be available.
• The village’s Anganwadi, school, health centre, panchayat, and community hall should all have suitable and appealing structures. Sports and other physical activities should be well-served in the hamlet.
• All children between the ages of three and six should be registered in and attend the Anganwadi on a regular basis. Similarly, all children aged 6 to 14 should be registered in and consistently attend school.
• All adults should be functionally literate and have access to continuing education opportunities.
• Everyone should have access to basic health care and reproductive child health facilities (RCH), as well as competent prenatal and antenatal care for mothers.
• 100% institutional births, complete vaccination of infants, and adherence to the small family norm
• The village as a whole should prioritise women, children (particularly girls), older residents, and those with disabilities.
• No booze or other intoxicating substances should be used in public, and their usage, in general, should be discouraged.             
• The village should have an active Gram Sabha/Gram Panchayat, a women’s/swarozgaris’ Self-help Group, a youth club, and a Mahila Mandal.
• There should be no caste-based discrimination, no untouchability, and a proper sense of security and dignity among the poorer classes.
• Village residents should be informed of and use their constitutional and legal rights. Likewise, they must be aware of and carry out their basic and civic responsibilities.

Livelihood

• All of the village’s adolescents and adults should have appropriate employment and means of subsistence. There should be adequate provisions for skill development among them so that as many of them as feasible is in skilled employment.
• All economic activities carried out in the village, including agriculture, animal husbandry, fisheries, and so on, should employ progressive and efficient procedures based on modern technology.
• Should have appropriate access to remunerative pricing for the village’s agricultural and other products.

Purpose Of Implementing The Pradhan Mantri Adarsh Gram Yojana (PMAGY) Scheme

• To guarantee that the selected communities are integrated developed into “model villages,” such that, among other things,
• They have all of the physical and social infrastructure needed for socio-economic growth. They meet the standards outlined in the concept of an Adarsh gramme to the greatest extent feasible.
• Disparities in common socio-economic indicators (e.g., literacy rate, the completion rate of elementary education, IMR/MMR, ownership of productive assets, etc.) between SC and non-SC populations are eliminated, the indicators are raised to at least the national average, and 
• All BPL families, particularly those belonging to SCs, have food and livelihood security and can cross the poverty line and earn an adequate livelihood.
• All children finish at least eight years of schooling, and 
• Malnutrition, particularly among children and women, is eradicated.
• Untouchability, discrimination, segregation, and atrocities against SCs are abolished, as with other societal ills such as discrimination against girls/women, drunkenness and substance (drug) addiction, and all parts of society may live with dignity and equality, and in harmony with others.

Implementation Of Pradhan Mantri Adarsh Gram Yojana (PMAGY):

The initiative is being conducted by the Government of India’s Ministry of Social Justice and Empowerment. To provide concentrated attention, the selected states must choose villages from the same or 2-3 neighbouring districts, with preference given to more backward districts. The growth of the villages must be ensured by the following means:

Convergent execution of current Centre and State Government initiatives, and works that could not be covered under the above, to be undertaken through the provision of “gap-filling” funds for which central assistance is provided @ Rs. 10 lakh per village revised to Rs. 20 lakh per village on an average w.e.f. Sep. 2011, with the State Government, also expected to make a suitable, preferably matching, contribution. Based on the experience gained in the pilot phase, the scheme will be considered for implementation on a larger scale.
