BPSC PCS Exam- Overview, Dates, Vacancies, Application fees and Other Details

Bihar Public Service Commission will announce the recruitment for various posts in the state administration department through conducting the BPSC PCS Exam by releasing the notification regarding the 67th Combined Competitive Examination. The aspiring candidates will be required to fill the application form online to appear for the examination. The Commission had initially announced the recruitment of around 562 vacancies which were enhanced by issuing further notification with 127 vacancies on 9.12.2020 for the 66th Combined Competitive Examination. The candidates need to be citizens of India to be eligible to appear for exams. We will understand additional requirements and criteria for the examination in this article. The application form filling dates has been extended twice by the Commission for the 66th Combined (Main) Competitive Exam during the year due to the pandemic situation prevailing in the country. However, there will be fewer chances during this year. 

The Commission will provide vacancies for reserved categories. It is essential for candidates belonging to the reserved category to specify their respective category in the column defined. Otherwise, the commission will deny the benefit of reservation, and no communication will be entertained later by the Commission. The candidates were required to fill the exam forms online/offline within the prescribed time limit. The applicants who are permanent residents of Bihar will be provided with the reservation benefit in different categories. Therefore, the address provided in the application form will be considered by the Commission for imparting the benefit of reservations.

Vacancies

The Commission has released vacancies for different posts in state government. The Commission further added to the earlier released vacancies by issuing a further notification that declared the recruitment for posts of Rural Development Officer in Rural development Department for the state of Bihar during previous exams:

The candidates should mark the information carefully and correctly. The Commission will not be held responsible for any errors the candidates commit while submitting the online application. 

The candidates should retain the information regarding the Email ID, Mobile Number, Username, and Password used in the application form filling process till the final result declaration for accessing their account. 

Application form fee: 

The candidates can appear for the examination after making the payment of the application form fee as prescribed in the notification: 

  • For General Candidates: Rs. 600/- 
  • For SC/ST of Bihar State Candidates: Rs. 150/-
  • For Reserved or Unreserved Category Female Candidates: Rs. 150/-
  • For Person with Disabilities (PwD) Category Candidates: Rs. 150/- 
  • For all other candidates: Rs.  600/-

Bihar PCS Exam Pattern

Preliminary Examination Criteria: 

The commission will conduct the preliminary examination based on General Studies, and all the questions will be targeted from this area. The question paper will be of objective type multiple choice questions consisting of 150 marks. The candidates have been allocated 2 hours for the examination. 

Following areas will be targeted in the examination included in the General Studies: 

  • General Science,
  • History Of India,
  • Modern Events of National and International Importance,
  • Major features of the history of Bihar, 
  • General Geography, 
  • Major Geographical Divisions of Bihar and its major rivers, 
  • Political and Economic system of India.

The question paper will reflect questions testing the significant changes in the economy of Bihar after the independence, the national freedom movement of India, and the contribution of Bihar in the independence movement. 

BPSC PCS Mains (Written) Examination): 

For Mains Examination, the candidates will be required to select an optional subject from the list of subjects provided by the Commission during the submitting of the application form for the Mains (Written) Examination. The candidates will not be allowed to change the subject once selected by them in the application form. The Commission will also not entertain any communication regarding this aspect. So candidates should be careful while choosing the subject and opt for a subject in which they possess some expertise enabling them to clear their examination. 

The candidates will be required to give descriptive answers to questions provided in the paper during this stage. 

The Commission will issue admit cards for this stage of the selection process separately from prelims exams. They will be required to download from the official website since the candidates will not receive them through the post. 

BPSC PCS Admit Card downloading Procedure: 

  • The candidates were required to download the admit card from the Commission’s official website.
  • They can access the admit card by login into their account by providing their credentials, i.e., Username and Password. 
  • After downloading the admit card, they should take the printout and carry it to the examination centre on the day of the examination. The commission will provide the examination centre/City, date, and timing on the admit card.

The Commission will not send the admit cards by post; therefore, candidates must download the admit card from the website. 

The Commission and Bihar State Government have prescribed the minimum qualifying marks that candidates must secure to be eligible to qualify for the next stage. Have a look at the percentage of marks required by the General, Backward, and other category candidates: 

  • General Category: 40%
  • Backward Category: 36.5%
  • Extremely Backward Category: 34%
  • Women and Differently abled Person: 32%

The successful candidates procuring the required minimum qualifying and cut-off marks will be allowed to appear for Mains (Written) Examination. They will be required to fill up an additional application form after the clearance of the Prelim Exam. They will have to pay the prescribed application form fee in the specified duration for form submission. 

As the General Administration Department’s Memorandum no. 16144 dated 28.11.2012, the reservation category won’t be allowed to be improved or changed during the ongoing process of the appointment or recruitment process. 

The candidates with visual impairment or comparatively low vision candidates, candidates with permanent loss of limbs, candidates affected with cerebral palsy diseases who are unable to write or their disability is more than 40%  will be are provided with the facility of Scribe for assistance during exams. 

The candidates must indicate their caste clearly and correctly while submitting the online application form for the said examination. 

The BPSC will declare the Preliminary Examination results to conduct subsequent Mains Examination.

67th BPSC PCS Selection Process: Interview 

The Commission will fill up the released vacancies of State Service Cadre-wise and reservations Category wise by issuing the merit list of the successful candidates in the Combined (Mains) Competitive examination. After the conclusion of exams and results declaration, the shortlisted candidates will be called for Interviews. The final result will be declared after reviewing their performance in the Interview. If the shortlisted candidates don’t appear for the Interview, the commission will not include their names in the final merit list issued by the Commission. 

The candidates who have been released from military service and have claimed the benefit of relaxation in the upper age limit will be required to submit the Certificate of Discharge from military service at the time of the Interview. Failing to do so, The commission will cancel the candidature of such candidates failing to do so.  

The last date for producing all the certificates sustaining the information as claimed by the candidates in their online submission of the application form will be their interview date. The submission of certificates after the date of the Interview will not be valid. The candidate is expected to possess the relevant certificates while submitting the application form to avoid any future hardships. 

Physical Fitness Measurement for candidates selected for Police Department: 

The candidates who had applied for Bihar Police Service/ District Commander during submission of the application form for Competitive Combined Exam will be required to possess the specific physical measurements to be eligible for selection for the required post:

Important Instructions Regarding the 67th BPSC Combined Competitive Examination: 

There is no restriction on the number of attempts. Therefore, candidates have the liberty to appear for the examination till they achieve the upper age limit prescribed by the Commission. 

The candidates belonging to the Scheduled Tribes and Scheduled Caste category will be required to submit their Caste Certificate and their Domicile Certificate with the Commission to avail the benefit of reservation. 

The candidates who are government employees and have been in the service for at least continuously three years will be allowed: 

  • 3 number of attempts and 
  • Relaxation in Maximum age limit: 5 years

Candidates with Disabilities have been provided with the relaxation in the upper age limit up to 10 years. 

Ex-Servicemen less than or equal to 53 years of age can take the advantage of age relaxation up to 3 years in addition to the benefit of their number of years in service.

The candidates who have been the Ex-Serviceman and Commissioned Officers, including ECOS/ SFCOs, are also allowed to make applications for the post. They have been provided with the age limit relaxation of 5 years in the upper limit. However, they should have completed 5 years military service of 5 years. Their termination from the military service should not have occurred due to misconduct, incapacitation, or physical disability. They should have been released or terminated or due to be released within six months. 

BPSC PCS Exam Results 

The Commission will issue the result of the Prelims and Mains Examination after the conclusion of the exams. After the conclusion of the Mains Examination, the results for the same will be declared, and candidates will be selected for the final interview. 

The candidates should prepare for the examination so that they don’t lag in results. Preparing with a perfect strategy will give them an edge in different stages of examination.
