The “Coffee Development Programme in North Eastern Region: Consolidation of Coffee” is a pivotal Sub-Component under the broader Scheme titled “Integrated Coffee Development Project During the Medium Term Framework (MTF) Period: Development Support to Stakeholders,” initiated by the Coffee Board, Department of Commerce, Ministry of Commerce and Industry. This scheme is strategically designed to amplify the productivity of existing coffee holdings by bridging gaps or rejuvenating, followed by implementing improved cultivation techniques like compost application, bush management, shade management, and pest and disease control.

Release of Subsidy

The subsidy will be disbursed in two installments:

1. 1st Installment: 60% of the unit cost.
2. 2nd Installment: 40% of the unit cost.

Mode of Payment

Upon confirmation of the claim’s admissibility by the Joint Director (Extn.) / Deputy Director (Extn.), the 1st and 2nd installments of the eligible subsidy amount will be transferred directly to the grower’s bank account through EFT/RTGS/NEFT.

Eligibility Criteria

To be eligible for this scheme, applicants must meet the following criteria:

1. The applicant must be a tribal grower.
2. The area of the applicant should not have received consolidation subsidy during the XII Plan period.
3. The land records must be in the name of the applicant.
4. The applicant should furnish land records or a certified possession certificate.
5. The procurement of seed material for gap filling or consolidation must be exclusively from the Coffee Board.

Coffee Development Programme Application Process

Offline Method

Claiming 1st Installment

1. Step 1: Obtain the prescribed format of the application form.
2. Step 2: Fill in all mandatory fields in the application form, attach a passport-sized photograph (signed across if required), and provide copies of all mandatory documents (self-attest if required).
3. Step 3: Submit the duly filled and signed application form along with the documents to the concerned Extension Office of the Coffee Board after planting completion.
4. Step 4: The concerned SLO/JLO Office will scrutinize the documents, conduct a field inspection, furnish an inspection report, and forward the claim along with enclosures for sanction/rejection of the claim or justification for releasing the 1st installment.

Claiming 2nd Installment

1. Step 1: Obtain the prescribed format of the application form.
2. Step 2: Fill in all mandatory fields in the application form, attach a passport-sized photograph (signed across if required), and provide copies of all mandatory documents (self-attest if required).
3. Step 3: Submit the duly filled and signed application form along with the documents to the concerned Extension Office of the Coffee Board during the 2nd year of planting, after filling the vacancies.
4. Step 4: The concerned SLO/JLO Office will scrutinize the documents, conduct a field inspection, furnish an inspection report, and forward the claim along with enclosures for sanction/rejection of the claim or justification for releasing the 2nd installment.

For Claiming the 1st Installment

• Application and Self Declaration duly filled and signed by the Applicant/s (in duplicate) in the prescribed format.
• Proof of photo identity of the applicant/s, such as a copy of the Driving License, Ration Card, Election Photo Identity Card (EPIC) issued by the Election Commission, Aadhaar Card, Passport, or PAN Card, etc.
• Proof of Land Ownership.
• Bank Account details, including account number, bank name, branch, and IFSC code.

For Claiming the 2nd Installment

• Application and Self Declaration duly filled and signed by the Applicant/s (in duplicate) in the prescribed format.
