Launched “Jal Diwali”, Water for Women, Women for Water Campaign

The Ministry of Housing and Urban Affairs (MoHUA) is gearing up to launch an exciting initiative called the “Women for Water, Water for Women Campaign.” This initiative is a part of the larger Atal Mission for Rejuvenation and Urban Transformation (AMRUT) program and is being carried out in collaboration with the Ministry’s National Urban Livelihood Mission (NULM). The Odisha Urban Academy is lending its expertise to this project. This special campaign, known as “Jal Diwali,” is set to commence on November 7, 2023, and will run until November 9, 2023.

Empowering Women in Water Management:

The primary goal of this campaign is to create a platform for women to get involved in managing water resources. They will have the opportunity to learn about water treatment processes by visiting Water Treatment Plants (WTPs) in their respective cities. During these visits, they will gain insights into the essential steps involved in providing clean and safe drinking water to households. Additionally, women will receive education on water quality testing procedures, ensuring that people receive high-quality water. The ultimate aim is to instill a sense of ownership and responsibility among women for water infrastructure.

Exploring India’s Water Treatment Facilities:

India boasts over 3,000 water treatment plants, with a combined water treatment capacity of more than 65,000 million liters per day (MLD) and an operational capacity of more than 55,000 MLD. During this campaign, women from Self Help Groups (SHGs) will visit more than 550 water treatment plants, with a total operational capacity of over 20,000 MLD, which accounts for more than 35% of the nation’s total capacity.

Empowering Women for Household Water Management:

Women play a crucial role in managing water in their households. By equipping them with knowledge about water treatment processes and infrastructure, MoHUA aims to enhance their ability to ensure that their families have access to safe and clean drinking water. This campaign also aims to address issues of gender equality by promoting inclusivity and diversity in fields that have traditionally been male-dominated.

“Jal Diwali” Phase I:

The initial phase of the “Water for Women, Water for Women Campaign,” known as “Jal Diwali,” will see participation from all states and union territories (except those under the Model Code of Conduct). It is expected to involve more than 15,000 SHG women from across the country. The campaign will focus on the following areas:

  1. Familiarizing Women with Water Treatment Plants & Testing Facilities: Women will gain a better understanding of how water treatment plants function and how water quality is tested.
  2. Promoting Inclusivity & Participation: Souvenirs and articles created by Women SHGs will be used to encourage women’s active involvement in water management.
  3. Educating Women about the AMRUT Scheme: Women will learn about the AMRUT scheme and its impact on water infrastructure, helping them make informed decisions about water resources.

Expected Outcomes:

The anticipated outcomes of the campaign include increased awareness and knowledge about water treatment, a sense of ownership and responsibility, the promotion of inclusivity, empowerment of SHGs, a positive impact on communities, and serving as a model for future initiatives.

Support from State and City Officials: Jal Diwali

State and city officials from AMRUT and NULM will play a vital role in facilitating these visits by identifying suitable Water Treatment Plants. MoHUA has called upon all state and city officials to actively participate and support this initiative, marking a significant step towards including women in the critical realm of water infrastructure under the AMRUT program.
