Citizens Can Now Become Drone Pilots

The Ministry of Civil Aviation has enacted the Drone (Amendment) Rules 2023, which bring significant changes for drone pilots. These rules amend certain provisions of the Aircraft Act, 1934, and are designed to make it easier for drone pilots to obtain a Remote Pilot Certificate.

One significant change is that drone pilots who do not have a passport can now use a government-issued proof of identity and a government-issued proof of address (such as a Voter ID, Ration Card, or Driving License) to apply for a Remote Pilot Certificate. This removes the previous requirement of having a passport, which had been a barrier for aspiring drone pilots, particularly in rural areas focused on agricultural drone operations.

Objective

The objective of these amendments is to promote and facilitate drone operations in India, with the goal of making the country a global drone hub by 2030. These new rules became effective on September 27, 2023. They aim to encourage greater participation in the drone industry across the country.

What is a Drone?

A drone is an unmanned aerial vehicle (UAV). It is a flying robot that can be controlled remotely or fly autonomously using software-controlled flight plans in its embedded systems, that work in conjunction with onboard sensors and a global positioning system (GPS).

  • Photography and videography: Drones are often used to take aerial photos and videos. This can be useful for a variety of purposes, such as real estate photography, surveying, and filmmaking.
  • Delivery: Drones are being increasingly used to deliver packages and other goods. This can be a faster and more efficient way to deliver goods to remote or difficult-to-reach areas.
  • Search and rescue: Drones can be used to search for lost people or animals. They can also be used to assess damage after natural disasters.
  • Agriculture: Drones can be used to monitor crops, apply pesticides, and inspect livestock.
  • Military: Drones are used by militaries around the world for a variety of purposes, including reconnaissance, surveillance, and attack.
