4th Edition of Goa Maritime Conclave (GMC) 2023

The 4th edition of the Goa Maritime Conclave (GMC) will take place from October 29 to October 31, 2023. This event is organized by the Indian Navy and is being conducted under the auspices of the Naval War College in Goa. The conclave is expected to bring together key stakeholders to discuss and deliberate on maritime-related issues.

About Goa Maritime Conclave (GMC) 2023

The Goa Maritime Conclave (GMC) serves as an outreach initiative by the Indian Navy. It offers a multinational platform for bringing together practitioners of maritime security and academia to collectively explore and develop outcome-oriented maritime strategies. This biennial event held in previous editions in 2017, 2019, and 2021.

GMC facilitates the exchange of perspectives among Chiefs of the Navy and Heads of Maritime Agencies, addressing current and future maritime challenges. It also provides a forum for presenting collaborative strategies to enhance interoperability among partner maritime agencies. This initiative aims to strengthen maritime security and cooperation in the region.

Goa Maritime Conclave 2023 Theme

The theme for this year’s edition of the Goa Maritime Conclave (GMC) is “Maritime Security in the Indian Ocean Region: Converting Common Maritime Priorities into Collaborative Mitigating Frameworks.” This theme underscores the importance of synergizing and collaborating efforts in the maritime domain to achieve maritime security in the Indian Ocean Region (IOR).

Participants

GMC-23 will host Adm R Hari Kumar, Chief of the Naval Staff of the Indian Navy, as the host. Chiefs of Navies, Heads of Maritime Forces, and Senior Representatives from 12 Indian Ocean littoral countries will be in attendance. These countries include Bangladesh, Comoros, Indonesia, Madagascar, Malaysia, Maldives, Mauritius, Myanmar, Seychelles, Singapore, Sri Lanka, and Thailand.

Hon’ble Raksha Mantri, Shri Rajnath Singh, has graciously agreed to be the Chief Guest and will deliver the Keynote Address at GMC-23. This event promises to be a significant platform for discussions and collaboration on maritime security in the Indian Ocean Region.

The Conclave participants would benefit from interactions with eminent speakers and subject matter experts over four sessions focusing on –

  • Identifying Gaps in Regulatory and Legal Frameworks for Achieving Maritime Security in the IOR
  • Formulation of a Common Multi-lateral Maritime Strategy and Operating Protocols for GMC Nations for Collective Mitigation of Maritime Threats and Challenges
  • Identification and Establishment of Collaborative Training Programmes with Center of Excellence across the IOR
  • Leveraging Activities Pursued Through Existing Multilateral Organisations in the IOR towards Generating Collective Maritime Competencies”.

As part of the conclave, the visiting dignitaries will have the opportunity to explore India’s indigenous shipbuilding industry at the “Make in India Exhibition.” They will also have the chance to witness indigenous warships and experience the capabilities of the Deep Submergence Rescue Vessel (DSRV).

In its fourth edition, the Goa Maritime Conclave remains committed to seeking regional solutions to the security challenges in the Indian Ocean Region (IOR). Its goal is to be an outcome-oriented forum by translating shared maritime priorities into collaborative frameworks, thus contributing to enhanced maritime security and cooperation in the region.
