In a noteworthy move to enhance financial support for the fisheries sector and promote financial inclusion, Dr. Abhilaksh Likhi, the Secretary of Fisheries, led a crucial meeting focusing on the ‘Ghar-Ghar KCC Abhiyaan.’ The meeting brought together senior officials from different States and Union Territories, the Reserve Bank of India (RBI), the National Bank for Agriculture and Rural Development (NABARD), Scheduled Commercial Banks, the Department of Agriculture & Farmers Welfare, State Level Bankers Committees (SLBCs), and Regional Rural Banks (RRBs).

Extending KCC Access in the Fisheries Sector:

Dr. Abhilaksh Likhi emphasized the need to expand the Kisan Credit Card (KCC) facility throughout the fisheries value chain, ensuring that every eligible individual can access it. He also stressed the importance of analyzing the reasons for rejecting KCC applications and taking steps to minimize rejections while speeding up approvals. The Secretary commended the successful Special KCC campaign during Sagar Parikrama and encouraged everyone’s cooperation for the effective implementation of the ‘Ghar-Ghar KCC Abhiyaan.’

Understanding the ‘Ghar-Ghar KCC Abhiyaan’:

Shri Sagar Mehra, Joint Secretary of the Department of Fisheries (DoF), explained the objectives of the Abhiyaan. He underscored the critical roles of States/UTs and banks in its successful execution. The campaign aims to achieve widespread financial inclusion, ensuring that every fisherman has easy access to credit facilities that support their fishing activities.

Addressing Challenges and Enhancing Awareness:

Joint Secretary Sagar Mehra also brought attention to the difficulties faced by KCC beneficiaries, including document requirements and bank procedures. He mentioned that KCCs worth Rs 1,746.16 Crore have been approved for 159,903 individuals. There’s a need to raise awareness about the latest RBI guidelines related to fishers’ eligibility for obtaining KCC. He emphasized the significance of analyzing rejected applications and implementing corrective measures to maximize the number of beneficiaries.

State/UT Challenges and Commitment:

Representatives from various States and Union Territories voiced their concerns regarding challenges related to application mobilization, eligibility criteria, credit limits, and documentation. They assured their full cooperation during the scheme.

Commitment from Financial Institutions:

NABARD, Scheduled Commercial Banks, the Department of Agriculture & Farmers Welfare, State Level Bankers Committees (SLBCs), Regional Rural Banks (RRBs), and the RBI pledged their dedicated focus on the ‘Ghar-Ghar KCC Abhiyaan’ for the fisheries sector, with the aim of ensuring that eligible fishers and fish farmers benefit from the KCC facility.
