The Indo-Pacific Regional Dialogue 2023 (IPRD 2023)

The annual Indo-Pacific Regional Dialogue (IPRD), the premier international conference of the Indian Navy, is scheduled to take place in New Delhi from November 15 to 17, 2023. The event will feature a Keynote Address by Shri Jagdeep Dhankhar, the Hon’ble Vice President of India on November 15, 2023, along with a series of Special Addresses by Union Ministers and senior government officials. These sessions are designed to offer comprehensive guidance for the extensive discussions during this significant conference.

The Indo-Pacific Regional Dialogue 2023 (IPRD 2023)

The Indo-Pacific Regional Dialogue (IPRD) is closely following the recently conducted Goa Maritime Conclave 2023, held by the Indian Navy from October 29 to 31, 2023, in Goa. While the Goa Maritime Conclave focuses on cooperative engagement at the strategic-operational level, bringing together Chiefs-of-Navy and Heads of Maritime Agencies in the Indian Ocean Region, the IPRD serves as the premier international conference, addressing comprehensive maritime security issues across the broader Indo-Pacific region at the strategic level. Together, these events underscore the Indian Navy’s commitment to fostering cooperation and addressing challenges in the maritime domain.

Previous Editions

The Indo-Pacific Regional Dialogue (IPRD) has established itself as a significant international conference conducted by the Indian Navy. The first two editions took place in 2018 and 2019 in New Delhi. Unfortunately, the 2020 edition had to be canceled due to the global COVID-19 pandemic. The third edition, in 2021, was conducted in an online format, adapting to the prevailing circumstances. The fourth edition, in 2022, returned to a physical format in New Delhi. These iterations showcase the resilience and adaptability of the IPRD in addressing crucial maritime security issues in the Indo-Pacific region.

Sessions

Therefore, IPRD-2023 will, through the agency of a series of globally renowned subject-matter experts and eminent speakers, explore geopolitical impacts upon Indo-Pacific maritime trade and connectivity through six professional sessions spread over a three-day period.  The sessions are:

  • Nodes of Maritime Connectivity;
  • China’s Impact vis-à-vis Maritime Connectivity across the Indo-Pacific;
  • Maritime Connectivity through Shipping and Trade;
  • Maritime Connectivity through Shipping and Trade (Part 2);
  • Private Industry in the Safety and Security of Indo-Pacific Maritime Trade and Shipping;
  • Maintaining a Rules-based, Safe, and Secure Indo-Pacific.

Participants

Practitioners and domain-experts from within the Government of India, Indian defence industry, and Indian academia will also enrich the conference by their presence and contributions.

International participation in IPRD 2023 will be through eminent speakers from 16 countries, who are expected to offer diverse regional perspectives on the subject, as also through the presence of representatives of the various embassies and high commissions in New Delhi.

As with previous editions of the IPRD, participation of the vibrant student community and scholars, eminent citizens, military practitioners, members of the diplomatic corps, and think-tanks from India and abroad will add effervescence to this event.

IPRD-2023 Theme

The Indo-Pacific Regional Dialogue (IPRD) for 2023 focuses on the theme “Geopolitical Impacts upon Indo-Pacific Maritime Trade and Connectivity”. Building on the previous edition’s emphasis on operationalizing the Indo-Pacific Oceans Initiative (IPOI), this year’s dialogue delves specifically into the ‘Trade, Connectivity, and Maritime Transport’ aspect of the IPOI. The concept of “responsible maritime connectivity,” advocated by Prime Minister Shri Narendra Modi, serves as a guiding principle. The discussions center around the challenges posed by geopolitical disturbances, such as the COVID-19 pandemic and escalating tensions, and their impact on trade and maritime connectivity. The IPRD serves as a platform for addressing these complex issues and fostering international cooperation in the Indo-Pacific region.
