WHO Member States have committed to implement the “Comprehensive Mental Health Action Plan 2013–2030”. This plan enhances mental health by:

  • Strengthening Effective Leadership and Governance: Ensuring that mental health receives the necessary attention and resources from government leadership and decision-makers.
  • Providing Comprehensive, Integrated, and Responsive Community-Based Care: Expanding access to mental health services at the community level to ensure that individuals receive appropriate care and support.
  • Implementing Promotion and Prevention Strategies: Focusing on mental health promotion and prevention to reduce the incidence and impact of mental health conditions.
  • Strengthening Information Systems, Evidence, and Research: Enhancing data collection and research efforts to better understand and address mental health challenges.

However, as of 2020, an analysis of the country’s performance against the objectives of the action plan, as outlined in WHO’s “Mental Health Atlas 2020,” revealed that progress had been insufficient in meeting the targets set by the action plan. This highlights the need for continued efforts and collaboration among Member States to effectively address mental health issues. It ensures that mental health is treated as a universal human right.
