Atal Mission For Rejuvenation And Urban Transformation

Atal Mission for Rejuvenation and Urban Transformation or “AMRUT” is a project launched to provide basic facilities such as water supply and sewerage connection to every household in cities. 

Atal Mission for Rejuvenation and Urban Transformation (AMRUT) is the new name of Jawaharlal Nehru National Urban Renewal Mission. It was renamed as  AMRUT in 2015 by Prime Minister Narendra Modi.  All works under the project are being carried out by the Ministry of Housing and Urban Affairs. Hardeep Singh Puri is the Minister, Durga Shankar Mishra is the Secretary, Thara D. is the Joint Secretary and Mission Director, Vinay Pratap is the Director, Raj Kumar and Suneet Mehta are Deputy Secretaries, Rajesh Kumar, Rajeev Kr. Das and H. C. Prasad are Under Secretaries of this project. The main objective of this project is to improve the quality of life of poor people by providing better water supply facilities and sufficient access to water, good quality sewerage facilities, good environment and open spaces for a good atmosphere construct stormwater drains so that flooding does not take place and also to give a better lifestyle to everyone. The government sanctioned an amount of Rs.1 Lakh Crores for this mission.

Service Level Improvement Plan (SLIP)

Service Level Improvement Plan or “SLIP” can be defined as a plan or idea for the improvement of services and facilities at the city level. These plans are formed on the basis of improvements that can be made in the existing systems of water supply, sewerage, drainage etc.

State Annual Action Plan (SAAP)

State Annual Action Plan or “SAAP” is a combination of all city-level plans or SLIP’s of all cities under the AMRUT mission in their states. These plans show improvements made in the systems or infrastructures on water supply and sewerage to every household on a yearly basis. 

Sectors Targeted For Development

The government wants to ensure that every house has access to water all the time and also have proper sewerage facilities. Along with these services, the government also wants to provide access to parks and improve the environment by increasing greenery and reducing pollution at the same time. It also aims to provide better gadgets for weather reports and to provide internet access to most people. The government also aims to improve transportation facilities by providing footpaths for pedestrians and roadways for cyclists. 

Water Supply

The aim is to improve the basic system of water supply so that drinking water can be supplied to each and every household in the city. Tasks such as recharging existing water bodies and groundwater, making arrangements so that wastewater can be recycled or reused, improving the current conditions of old water supply systems and enhancing current systems are planned to be carried out. The government wants to cover 100% of households in cities under this mission. 22.89 lakh connections have been installed until today. Out of Rs.77,460 crores which is the total amount allotted for all SAAP’s, Rs.39,011, which is about 50% of the total amount, is allotted or reserved for improvements in the water supply. This mission has the topmost priority.

Sewerage And Septage

The aim is to upgrade the basic system of sewerage and septage administration and to make significant enhancements in the curing capabilities of the systems. The plan is to ensure that a maximum number of households are covered. 62% of households in cities are targeted by the governing body, which is twice the current percentage of households covered. The projects planned to be carried out are the construction of interconnected underground systems, sewage treatment plants, restoring the health of existing systems and cleaning of sewers. Out of Rs.77,460 crores which is the total amount allotted for all SAAP’s, Rs.32,456, which is about 42% of the total amount, is allotted or reserved for improvements in sewerage management systems. This mission is second in terms of priority.

Stormwater Drainage

The aim is to develop or construct basic infrastructure for stormwater drains so that flooding does not take place. The plan is to ensure that flooding, as well as water logging problems, are reduced and completely stopped eventually. Works that are planned for enhancements in this segment or part of the projects are the establishment of a proper network of drains, repairing existing creeks or drainage canals, including Installation of filters. Out of Rs.77,460 crores which is the total amount allotted for all SAAP’s, Rs.2,969, which is about 4% of the total amount, is allotted or reserved for Storm Water Drainages. After water supply and sewerage systems, this mission has the topmost priority.

Transportation Facilities

The aim is to promote the use of public transport and to provide facilities for non-motorized transport, and also provide a good environment for everyone. The tasks planned to be carried out are constructing parks and playgrounds for children and senior citizens and also constructing sidewalks, foot over bridges etc. Out of Rs.77,460 crores which is the total amount allotted for all SAAP’s, Rs.1,436, which is about 2% of the total amount, is allotted or reserved for non-motorized transport, and  Rs.1768, which is also about 2%, is allotted for parks and greenery. This mission has less priority as compared to other missions.
