DFCCIL Eligibility Criteria

The Dedicated Freight Corridor Corporation of India (DFCCIL) released a notification for recruitment to the posts of Executive, and Jr. Executive for various disciplines, on its official website. DFCCIL is a company of the Ministry of Railways and is one of the largest rail transport infrastructure initiatives post-independence. Continue reading this article to know about the DFCCIL Eligibility.

DFCCIL Eligibility Criteria 2023

DFCCIL has released a notification inviting candidates to apply online for the vacancies. The online registrations will begin on 18th May 2023 and candidates will be able to apply online till 19th June 2023. Before applying online for recruitment, candidates must be aware of the eligibility criteria they need to fulfill. We have mentioned below the detailed eligibility criteria for the candidates.

Nationality: 

Any Indian National fulfilling all the eligibility criteria can apply for the posts.

Educational Qualifications:

  • Executive (Civil):

Educational Qualification:  Diploma of 3 years in Civil Engineering/ Civil Engineering(Transportation)/ Civil Engineering. (Construction Technology)/ Civil Engineering  (Public Health)/ Civil Engineering (Water Resources) from a recognized institute with not less than 60 percent marks in aggregate.

  • Executive (Electrical):

Educational Qualification:  Diploma (3 years) in Electrical / Power Supply/ Electronics /Instrumentation and Control/ Industrial /Applied Electronics/Electronic Instrumentation/ Digital Electronics/ Power Electronics from a recognized institute with 60 percent marks or more in aggregate.

  • Executive (Signal & Telecommunication):

3 year Diploma in Electrical / Powrr Supply/ Electronics / Instrumentation and Control/ Electronic Instrumentation/ Industrial Electronics/Applied Electronics/ Power Electronics/ Figital Electronics/ Power Electronics from a recognized institute with 60 percent or more marks in aggregate.

  • Executive (Operations & BD)

Educational Qualification:  Graduation with not less than 60 percent marks in aggregate from a recognized University or Institute.

  • Executive (Mechanical)

Educational Qualification:  Diploma (3 years) in Mechanical/Electronics/ Electrical/ Manufacturing/ Production Engineering/ Mechatronics./ Automobile/ Instrumentation & Control Engineering from a recognized institute with 60 percent or more marks in aggregate.

  • Jr. Executive (Electrical)

Educational Qualification:  Matriculation with  60 percent or more marks in aggregate plus minimum 2-year duration Course Completed Act Apprenticeship.  ITI approved by NCVT / SCVT in the trade of / Electrician/ Electrical/ Electronics/ Wireman from a recognized institute with 60 percent or more marks in aggregate.

  • Jr. Executive (Signal & Telecommunication)

Educational Qualification:  Matriculation with 60  percent marks or more in aggregate plus minimum 2-year duration Course Completed Act Apprenticeship/ ITI approved by SCVT/ NCVT in the trade of Electronics/ Information Technology Communication/ TV and  Radio/ Electronic Instrumentation/ Applied Electronics/ Industrial Electronics/ Digital Electronics/ Power Electronics/ Data Networking/ Computer/Computer Networking/ from a recognized institute with not less than 60 percent marks in aggregate.

  • Junior Executive (Operations & BD)

Educational Qualification:  Matriculation with not less than 60 percent marks in aggregate and minimum two-year duration Course Completed Act Apprenticeship/ ITI approved by SCVT/ NCVT in any trade from a recognized institute with 60 per cent marks or more in aggregate. OR Graduate in any discipline too is applicable.

  • Junior Executive (Mechanical)

Educational Qualification:  Matriculation with 60 percent or more marks in aggregate plus minimum 2-year duration Course Completed Act Apprenticeship/ ITI approved by SCVT/ NCVT in the trade of Electrician/ Electrician/ Electronics and Instrumentation/ Motor Mechanic/  from a recognized institute with 60 percent or more marks in aggregate

Important Instructions For Qualification And Experience

i) Candidates who have appeared or are awaiting the results on the closing date of application will not be eligible to apply.

ii) Where a diploma is an essential qualification for the posts, candidates with a degree with 60 percent marks or more in the specified discipline are also eligible to apply.

 iii) For the Executive (Signal & Telecommunication), BCA & MCA will be considered higher degrees to a diploma in Computer Application/ Information Science and Technology/ Computer Science/ Computer Engineering/ Computer Technology.

iv) The candidate should have the ITI certificate in the relevant discipline for the post of Junior Executive except in the case of Junior Executive (Operations & BD), where graduation in any discipline is applicable.

v) A Degree or a Diploma will not be considered as a higher qualification in place of ITI, where ITI is required as an essential educational qualification.

vi) The candidates applying for the Junior Manager (Operations & BD) post must have specialization in Marketing/ Customer Relations/ Business Operation/ Finance. The specialization should be clearly mentioned in the degree or certificate. In case it is not mentioned, the candidate should bring a certificate from the institute stating that he/ she has done his MBA/  PGDBA/ PGDBM/ PGDM with specialization in Marketing/ Customer Relations/ Finance at the time of the document verification or interview. 

vii) The candidate should have a full-time degree/ diploma/ ITI approved by UGC/ AICTE; from a University or Technical Board incorporated by an Act of the Central or State Legislature in India or other Educational Institutions established by an Act of Parliament or declared to be Deemed as University u/s 3 of the University Grants Commission Act- 1956.

viii)The institute awarding degree or diploma must be recognized either by UGC, Central, or the State Government or AICTE or Technical Boards/ Universities established by Central or State Governments. 

ix) The candidates who have completed 5 years of integrated courses of MBA after 10 2 with specialization are eligible for applying for the posts where MBA is the essential qualification.

x) The candidates should possess the essential educational qualification as of 23rd May 2023. The educational qualifications prescribed for the posts are essential. Candidates will be required  to show the Marks Sheets and Degree/ Certificate at the time of document verification or the interview

xi) Candidate must indicate the percentage of marks obtained (calculated to the nearest two decimals) in the relevant column of the application form. Where the University does not award the percentage of marks, but only OGPA/ CGPA is awarded, the candidates must convert the same into a percentage in terms of the conversion norms of the university. Candidates require to produce the certificate or document issued by the University evidencing the conversion formula of the university when called for document verification.

xii) The DFCCIL will not accept a Round-off percentage under any circumstances for consideration for appointment. The fraction of the percentage will be ignored (for example- 59.99 percent will be treated as less than 60 percent).

AGE LIMIT:

 The age limit for various posts is as under:

Age Relaxation: 

The upper age limit is relaxable as under, subject to submission of the required certificate: 

a) By 5 years for Scheduled caste and scheduled tribe candidates.

b) By 3 years for Other Backward Classes – non-creamy layer candidates.

c) By 10 years for PwBDcandidates (total 15 years for Scheduled caste and Scheduled tribes and 13 years for Other Backward Classes – non-creamy layer).

d) For Ex-servicemen, up to the extent of service rendered in defence plus three years provided they have put in more than six months service after attestation, as per Ex-servicemen (Re-employment in Central Civil Services and Posts) Rules, 1979 and Government of India orders.

e) The upper age limit is relaxable by 8 years for the regular employees of DFCCIL. 

f) Maximum age limit of the applicants must not be more than 56 years, including all possible age relaxations.

g) Candidate should note that the Date of Birth as recorded in the Matriculation/ Secondary Exam Certificate or equivalent Certificate will only be accepted by the DFCCIL to determine the age.

Certificate for Reservation and Age Relaxation:

All candidates, irrespective of their communities, may be considered against the Unreserved vacancies, subject to fulfillment of parameters for Unreserved candidates. However, only candidates belonging to that community will be considered for the vacancies earmarked for specific communities (Scheduled Caste, Scheduled Tribes, Other Backward Classes (non-creamy layer), and economically weaker sections).

i) For SC/ ST (Scheduled Caste/ Scheduled Tribes) Candidates: 

a) Reservation of vacancies for SC/ ST will be as per the directives of the Government of India. Candidates belonging to SC/ ST category will have to submit the attested copy of the Caste certificate issued by a Competent Authority at the time of document verification. 

ii) For OBC- NCL (Other Backward Class – Non-Creamy Layer) Candidates: 

a) OBC-NCL candidates included in the central list who have the certificate for the current financial year( 2022-2023) for non-creamy layer in the format prescribed by the Central Government will be considered for OBC-NCL reservation. 

b) The candidates applying against vacancies reserved for OBC-NCL have to produce a valid caste certificate during the document verification issued by the Competent Authority in the prescribed format for this purpose to prove that they do not belong to OBCcreamy Layer. The caste to which the candidate belongs must be included in the Central list of OBC issued by the Indian Government. Candidates must also submit a declaration before the appointment stating that they do not belong to the OBC creamy Layer. The income earned during the 3 previous financial years preceding the current financial year (the year of appointment) will be considered to decide the income limit of the candidate. 

iii) For EWS (Economically Weaker Section) Candidates

(A) Candidates who are not covered under the reservation scheme for ST/SC/OBC and the family’s gross annual income below Rs.8,00,000/come under the EWS category. The income must include income from all sources (salary, agriculture, business, profession) for the financial year prior to the year of application. Candidates whose family owns any of the following assets will not be included in the EWS category:

  • 5 acres or more  of agricultural land 
  • Residential flat of 1000 sq. ft. or more
  • Residential plot of 100 sq. yards or more
  • Residential plot of 200 sq. yards or more.

The property held by a Family in different areas will be clubbed when applying the property holding test to check EWS status. The term family includes:

  • A person seeking the benefit of a reservation
  • Their parents
  • Siblings below the age of 18 years
  • Their spouse
  • Children below the age of 18 years. 

(B) Candidates can benefit from an EWS reservation by submitting an Income &Assets certificate issued by a competent authority. The DFCCIL will accept the income &Asset certificate issued by the following in the prescribed format:

i.  District Magistrate (DM) /Additional District Magistrate (ADM)/Collector/Deputy Commissioner/Additional Deputy Commissioner/1st-class Stipendiary Magistrate/Sub-Divisional Magistrate/Taluka Magistrate/Executive Magistrate/Extra Assistant Commissioner

ii. Chief Presidency Magistrate/Additional Chief Presidency Magistrate/Presidency Magistrate

iii. Revenue Officer not below the rank of Tehsildar

iv. Sub-divisional Officer of the area where the candidate and the family reside.

(C) The candidates applying against the vacancies reserved for EWS must submit a valid Income & Asset Certificate issued by a Competent Authority as per the given format during Document Verification. If they fail to meet the above-mentioned requirements, they will not be provided with the reservation benefits for the EWS category. If the candidature of such candidates fulfills the eligibility conditions for the Unreserved category,  the candidate will be considered for the Unreserved vacancies only.

iv. For PwBD (Persons with benchmark disability) Candidates:

The disability of such candidates must be more than 40 percent for the posts reserved for PwBD.Candidates availing the benefit of relaxation will have to submit a Disability Certificate issued by  Competent Authority as per the form V, VI, and VII of rule 18(1) under Chapter 7 of the Rights of Persons with Disabilities Rules- 2017 The existing certificates of disability issued under the Persons with Disabilities Act-1995 shall continue to be valid for the period specified therein.

v) For Ex-servicemen Candidates: 

a) The candidates must produce the defense service certificate issued by the Competent Authority at the time of document verification.

b) Candidates serving in the Union Armed Forces,  who on retirement from service would come under the category of Ex-servicemen are eligible to apply for re-employment one year before the completion of the specific terms of engagement and avail themselves of all concessions available to Ex-servicemen, but such persons shall not be permitted to leave the uniform until they complete the specific terms of engagement in the Union Armed Forces.

c) Defence personnel to be released within 1 year of the last date of Application registration can apply, both for vacancies reserved for Ex-servicemen and the post not reserved for this category. They should also have the required Educational Qualification on the closing date of the Employment Notification

d) Ex-Servicemen candidate who has already secured Civil employment under the Central Government in Group – C and D including PSUs, Autonomous Bodies/ Statutory Bodies, and Nationalized Banks will be permitted only the benefit of age relaxation as prescribed for Ex-servicemen for securing another Civil employment in a higher grade in Group C or D under Central Government. Such candidates will not be considered for the vacancies reserved for Ex-servicemen in the Central Government jobs.

e) If an Ex-serviceman applies for various vacancies before joining any civil employment, they can avail themself the benefit of reservation of Ex-serviceman for any subsequent employment, subject to the condition that an Ex-serviceman as soon as he joins any Civil employment, should submit an undertaking to the concerned employer about the details of application against this Employment Notification. Candidates should produce the acknowledged copy of this declaration and NOC from the civil employer during Document Verification. If the candidate fails in providing the said document, their candidature shall stand cancelled. This benefit is only available for direct recruitment vacancies where reservation is provided to the Ex-servicemen.
