Indian Agriculture Initiatives Unveiled by Union Finance and Agriculture Ministers

Indian Agriculture: In a historic event today, Union Finance Minister Smt. Nirmala Sitharaman and Union Agriculture Minister Sh. Narendra Singh Tomar introduced a series of groundbreaking initiatives with a strong focus on agricultural credit (KCC & MISS) and crop insurance (PMFBY/RWBCIS). These initiatives, unveiled by the Ministry of Agriculture & Farmers Welfare, encompass the Kisan Rin Portal (KRP), the KCC Ghar Ghar Abhiyaan, an ambitious campaign aimed at extending the benefits of the Kisan Credit Card (KCC) Scheme to every farmer across the nation, and a manual on Weather Information Network Data Systems (WINDS). These endeavors are poised to revolutionize agriculture, enhance financial inclusion, optimize data utilization, and ultimately improve the lives of farmers across India.

Empowering Farmers: The Kisan Rin Portal (KRP)

The Kisan Rin Portal (KRP), a collaborative effort involving the Ministry of Agriculture & Farmers Welfare, the Department of Financial Services (DFS), the Department of Animal Husbandry & Dairying (DAH&D), the Department of Fisheries (DoF), the RBI, and NABARD, promises to redefine access to credit services under the Kisan Credit Card (KCC). Additionally, it seeks to aid farmers in accessing subsidized agricultural credit through the Modified Interest Subvention Scheme (MISS).

Serving as an integrated hub, the KRP portal offers a comprehensive overview of farmer data, loan disbursement details, interest subvention claims, and the progress of scheme utilization. By fostering seamless integration with banks, this pioneering portal facilitates proactive policy interventions, strategic guidance, and adaptive enhancements, all contributing to more efficient agricultural credit and the optimal utilization of interest subvention.

Universal Financial Inclusion: Ghar-Ghar KCC Abhiyaan

The commencement of the “Ghar-Ghar KCC Abhiyaan” is a significant milestone, underscoring the Ministry of Agriculture and Farmers Welfare’s unwavering commitment to achieving universal financial inclusion for every farmer in the country. Running from October 1, 2023, to December 31, 2023, this campaign solidifies the ministry’s determination to ensure that every farmer enjoys unimpeded access to credit facilities essential for their agricultural endeavors.

The meticulous verification of existing KCC account holders’ data against the PM KISAN database by the Ministry of Agriculture plays a pivotal role in reaching out to non-KCC account holder PM KISAN beneficiaries. This campaign aims to saturate KCC Accounts among eligible PM Kisan beneficiary farmers.

Enhancing Agricultural Data: Launch of WINDS Manual

The Weather Information Network Data Systems (WINDS) initiative represents a pioneering endeavor to establish a network of Automatic Weather Stations & Rain Gauges at the taluk/block and gram panchayat levels. This initiative creates a robust database of hyper-local weather data, which can be utilized to support various agricultural services.

The comprehensive WINDS manual launched today provides stakeholders with an in-depth understanding of the portal’s functionalities, data interpretation, and effective utilization. It guides States and Union Territories in establishing and integrating with the WINDS platform, promoting transparent and objective data observation and transmission. Furthermore, it offers practical insights into leveraging weather data for improved crop management, resource allocation, and risk mitigation.

Government’s Commitment to Agriculture and Rural Economy

In her keynote address, Union Finance Minister Smt. Nirmala Sitharaman reiterated the government’s dedication to supporting the success of the Ghar-Ghar KCC Abhiyaan and ensuring easy access to short-term loans for farmers through the KCC scheme. She lauded the Ministry of Agriculture for the successful implementation of the Pradhan Mantri Fasal Bima Yojana (PMFBY), highlighting the disbursement of over 1,40,000 crores of insurance amount to farmers so far against a premium amount of Rs. 29,000 crore.

Smt. Sitharaman emphasized the importance of real-time crop estimation, suggesting its extension to crops like Dalhan and Tilhan for better planning and fair pricing. She also called for the full automation of regional rural banks and cooperative banks, aiming to bridge the gap between loan sanction and disbursement.

Union Agriculture Minister Sh. Narendra Singh Tomar emphasized the government’s prioritization of agriculture and the rural economy, noting the substantial increase in the Ministry of Agriculture’s budget. He stressed the significance of technology and transparency in agriculture and expressed gratitude to the Ministry of Finance and banks for providing KCCs to farmers even during the pandemic, underscoring the sector’s pivotal role in sustaining the economy.
