The all India programme called Karmayogi Yojana which was launched by the Union Cabinet on 2nd September 2020 is the National Programme for Civil Services Capacity Building (NPCSCB). It has been implemented as a means of reform in the Indian Bureaucracy. The purpose of the Karmayogi Yojna or Mission Karmayogi is to lay strong foundations for the capacity building of the Indian civil servants and thereby ensure that governance is boosted and enhanced.

Key Aspects Of Karmayogi Yojana

  • The scheme has been initiated and launched by the Union Cabinet.
  • The scheme is geared towards setting up a new national architecture for civil services capacity building. 
  • The civil services capacity building will be bone at three separate levels: at the level of the individual, at the level of the processes, and at institutional level.
  • From 2020 to 2021, this scheme will be covering about 46 lakh central employees.
  • The mission will be run by a special purpose vehicle (SPV) (non-profit company) that has been set up under the Companies Act 2013.
  • The SPV that has been set up will also have the responsibility of managing i-GOT Karmayogi, the digital platform for online training

Salient Features Of Karmayogi Yojana

The Mission Karmayogi or Karmayogi Yojana is a move in the direction of improving the practices of human resource management in the government. The salient features of the Karmayogi Yojana are given below.

  1. Human Resource (HR) management is to move from being Rules-Based to Roles Based – The new focus will be on allocating those jobs to the individual civil servants in which they have competency.
  2. The civil servants will be provided On-Site Learning that will go hand in hand with Off-Site Learning and enhance capacity and capability.  This will be done through training that is provided on-site to the civil servants.
  3. Creating an ecosystem of shared training infrastructure and facilitating the Civil servants to become familiar with and make use of this ecosystem that comprises shared personnel, shared institutions, and shared learning materials.
  4. Employing the Framework of Roles, Activities and Competencies (FRACs) approach – This approach will be used to calibrate all the various civil services positions. This approach will also form the basis for the creation of all the content for training/ learning and its delivery to each and every government entity.
  5. Behavioural, Functional and Domain Competencies – Civil Servants will be expected to build their competencies in their self-driven and the mandated learning paths.
  6. The Central Ministries and the Departments and their organizations will work together for the co-creation of the common ecosystem – This is a way to create an ecosystem of learning through an annual financial subscription for every employee.
  7. Creating a partnership with the learning content creators – Public training institutions, universities, start-ups, and individual experts will be enabled to be a part of this capacity-building mission.

I-GOT- Karmayogi

  • I-GOT Karmayogi is an Integrated Government Online Training digital platform under the Ministry of Human Resources and Development (MHRD). It is supposed to programmes to deliver capacity building by drawing content from global best practices rooted in Indian national ethos.
  • It has been set up to enable comprehensive reform in the capacity building apparatus at the three different levels: Process, institution, and individual.
  • Civil servants will have to take online courses, and they will be evaluated based on their courses, their performances in each course they have taken spreading across their span of services.
  • All digital e-learning courses containing world-class content shall be made available to the civil servants on this platform.
  • Along with the online courses, services like confirmation after probation period, deployment, work assignment & notification of vacancies, etc., shall be part of this platform.

Capacity Building Commission’s Objectives

Under Karmayogi Yojana, a Capacity Building Commission has been set up.  There are several objectives that this commission is supposed to achieve. These are listed below.

  1. It is to provide assistance to the Public Human Resource Council
  2. It is to supervise all central training institutions that have been enabled for the purpose of civil services capacity building
  3. It is to create resource centres & external faculty.
  4. It is to provide assistance to stakeholder departments for implementing programmes for capacity building.
  5. It is to provide recommendations regarding how to standardize the methodology and pedagogy for both the training & capacity building.
  6. It is to suggest any policy interventions that are related to the HR practices that are being followed and implemented in the government.
