The Central Government thus came up with special schemes and many economic programs to better these communities. These are 5-year plans, with each having something new in them. One of such schemes was the Pradhan Mantri Jan Vikas Karyakram. 

Understanding The Pradhan Mantri Jan Vikas Karyakram Program

The Pradhan Mantri Jan Vikas Karyakram is a special area developments scheme that has been designed to address the developmental defects that are pretty obvious in the minority concentration districts. The Government first launched this program in 2008/09 under the name Minority Concentration Districts (MCDs). There were 255 minority populations and the below national average under this scheme regarding the parameter of backwardness. The objective was to develop assets and offer basic amenities. This MCD was identified as per the census data. 

The program was then restructured and included the minority concentration blocks, minority concentration towers, and village clusters. The program has been designed to address any developmental gaps and deficits in the backward minority concentration as identified by the census. The projects considered were additional classrooms, school buildings, classrooms, hostels, toilets, primary health centers, rural housing, etc.

In addition to filling the gaps, the program also takes up many innovative projects that are not covered under any CSS.

The Pradhan Mantri Jan Vikas Karyakram provides better facilities and socio-economic infrastructure to the minority community, especially in health, education, and skill development. This scheme aims to lessen the earning gap between the minority community and the national average about the backwardness parameter.

The scheme was earlier called the Multi-sectoral Development Programme (MsDP). It has now been restricted and named the Pradhan Mantri Jan Vikas Karyakram and has been effectively implemented since 2018.

The prime minister announced that 80% of the available resources would go into people development for the minority community. 33% to 40% of this will be used towards reform schemes for women.

It is important that to implement any reform, the needful areas are identified. This will ensure speedy and proper reforms. The central Government thus takes the necessary steps to find the village clusters and the towns that have a minority concentration.

Spreading Of The Scheme

Up till now, only 196 districts have been brought under this scheme. The pm has announced that it will include 308 more districts to be included in this umbrella.

Selection Criteria For The Pradhan Mantri Jan Vikas Karyakram

Here is how the central Government selects an area to incorporate the Pradhan Mantri Jan Vikas Karyakram.

• The area should have 50% minority people. This was, however, set earlier. The initiative is to bring in more areas under this scheme, and thus the central Government lowered this 50% to 25%.
• The scheme was being implemented in the areas that were social, facility wise and economically backward. However, any area that lacks these stated aspects will be eligible to benefit from the yojana.

Budget Allocation For The Pradhan Mantri Jan Vikas Karyakram

The entire scheme is implemented and monitored by the Ministry of Minority Affairs. This is the same department that will be responsible for meeting the financial requirements under this scheme.

• 80% of the resources will be earmarked for projects that are related to health, education, and skill development
• 33 to 40% will be allocated to women-centric projects

Conclusion

There are developmental defects that have been identified in the minority concentration areas. The 2011 census has identified this. The Pradhan Mantri Jan Vikas Karyakram was identified on the minority population basis and the social-economic and the basic amenities data.

The scheme will aim to support the state and the union territories to create infrastructure, improve people’s life quality, and reduce any imbalance identified in the minority concentration areas. To strengthen the program further and ensure that the benefits reach the entire project, it is accepted by the central government departments and organizations, central and state universities, armed police forces, central public sector enterprise and undertakings, and the state and union territory governments.

The minority community fails to cope up with the overall national development. This is because they lack education, health facilities, skill development programs and do not have the necessary financial capability. Through this program, the Central Government offers financial assistance to candidates so that the minority community gets a better footing.
