What’s the Digital Life Certificate (DLC)?

The Journey of DLC

Back in 2014, the Department of Pension & Pensioners’ Welfare introduced the use of biometric devices for pensioners to submit their DLCs. This was a significant step towards simplifying the process and reducing paperwork.

Face Authentication Technology

To take the ease of submitting DLCs even further, the department partnered with MeitY and UIDAI to develop Face Authentication technology based on the Aadhar database. This means that pensioners can now submit their Life Certificates using any Android smartphone. This breakthrough innovation, which was launched in November 2021, eliminates the need for external biometric devices, making the process accessible and affordable for all.

Spreading Awareness Nationwide

To ensure that Central Government pensioners and pension disbursing authorities are aware of DLC and Face Authentication technology, the Department of Pension & Pensioners’ Welfare initiated a nationwide campaign in November 2022. The campaign was a massive success, with more than 35 lakh DLCs issued.

Expanding the Reach

Building upon the 2022 success, a nationwide campaign is set to run from November 1st to November 30th, 2023. This time, it will cover 500 locations in 100 cities, aiming to assist 50 lakh pensioners. The campaign is a collaborative effort involving 17 pension disbursing banks, various ministries, departments, Pensioners’ Welfare Associations, UIDAI, and MeitY.

Clear Guidelines for All Parties

To ensure that the benefits of digital Life Certificate submission reach every corner of the country, comprehensive guidelines have been issued. These guidelines clearly define the roles and responsibilities of all stakeholders, including government ministries, pension disbursing banks, and pensioners’ associations. They include the appointment of nodal officers, awareness campaigns through banners and posters, equipping bank staff with Android phones, and conducting special events for bedridden pensioners.

Active Involvement of Pensioners’ Welfare Associations

Pensioners’ Welfare Associations are playing an essential role in organizing events and camps for pensioners to submit their DLCs. Department officials will also be traveling to different locations across the country to help pensioners make the most of digital submission methods for their Life Certificates.
