7th Edition of ‘Secretariat Reforms’ Report Released
Continuing with the initiatives outlined during the National workshop on December 23, 2022, the Department of Administrative Reforms and Public Grievances (DARPG) has released its monthly report focusing on “Secretariat Reforms” for the period of June-July 2023. This report aims to provide updates on the progress made in implementing the discussed reforms and further advancing the objectives set during the workshop. By sharing this report, DARPG is reinforcing its commitment to transparency, accountability, and the effective realization of administrative improvements within the secretariat framework.
Key Highlights of the Secretariat Reforms Report for the Month of June-July, 2023
Swachhata Campaign & Reduction in Pendency
- A thorough review of 3.22 lakh files was conducted, resulting in the removal of 1.49 lakh files out of the 1.96 lakhs identified for this purpose.
- An impressive 8.63 lakh public grievances were effectively resolved out of the 9.70 lakhs received, reflecting a commendable disposal rate of 88.94%.
- An area measuring 40.64 lakh square feet was successfully reclaimed during June-July 2023, contributing to the efficient utilization of space.
- The disposal of scrap items in June-July 2023 generated a substantial revenue of Rs.37.56 crore.
- A comprehensive cleanliness campaign was carried out at 7,186 different sites.
Increasing Efficiency in Decision Making
- The adoption of delayering practices has led to categorization into either the fully delayered or partially delayered category. A significant achievement has been realized, with 60 Ministries/Departments being classified as fully delayered, and an additional 19 as partially delayered.
- A proactive approach has been taken by 43 Ministries/Departments, as they have diligently reviewed and adjusted the order of delegation between the years 2021 and 2023, reflecting a commitment to streamlining processes and improving decision-making structures.
- The Desk Officer System, a mechanism aimed at facilitating smoother workflows, has been implemented effectively in 40 Ministries/Departments, further contributing to operational efficiency and better coordination.
e-Office implementation and analytics
- The migration to e-Office 7.0 has been seamlessly implemented across all 75 identified Ministries, underlining a comprehensive adoption of this technology-driven solution.
- A remarkable transition is evident, with 27.44 lakh active e-Files surpassing the 9.24 lakh active physical files in the Central Secretariat. This demonstrates a significant shift toward digital document management.
- In alignment with this digitization drive, 10 Ministries/Departments have accomplished a remarkable feat by achieving 100% e-Receipts in the month of June 2023.
- The trend toward e-Receipts is on a positive trajectory, with an increase to 91.92% in June from 91.43% in May 2023, underscoring the growing acceptance and utilization of digital platforms for transactional purposes.

- In the Department of Telecommunications, Sanchar Bhawan, a commendable initiative has been undertaken to prioritize employee health and wellness.
- A scrap room has been thoughtfully transformed into a gymnasium, ensuring the well-being of the staff.

- The Department of Biotechnology has harnessed technology to streamline processes.
- The introduction of E-Book, INTRADBT, and eProMIS simplifies proposal submissions, creates a repository of schemes, and offers a centralized resource for department employees.
- The eProMIS platform is particularly noteworthy as it facilitates the year-round submission of competitive research grant project proposals under various R&D programs, eliminating the need to wait for specific calls for proposals.
- The Department of Commerce has actively invested in capacity building and training for its workforce.
- This includes participation in the Dakshata Programme, with 30% of the total employees completing training modules.
- Additionally, an intranet portal has been established to facilitate data dissemination, digitization of administrative procedures, room booking, stationery requisition, status updates, and more, enhancing overall operational efficiency.
