Panchayat Development Officer (PDO)

The following are the responsibilities that the Panchayat Development Officer is required to undertake:-

  1. To exercise all those powers which are specifically conferred upon him under the Panchayati Raj Act or under the orders of Appropriate Authority.
  2. To supervise and monitor the operation or functioning of Gram Panchayats and advise the elected representatives on decision-making processes and procedures at Gram Panchayat and Standing Committee Meetings.
  3. To take the required steps to ensure that all projects and development plans of the Gram Panchayat are implemented as quickly as possible.
  4. To implement various social welfare schemes of the Govt. like education, health, electricity, rural housing, drinking water, cleanliness, poverty removal programs, sports & cultural activities, water conservation, and waste management, etc.
  5. To implement various schemes of the Govt. for agriculture, irrigation, animal husbandry, dairy farming, poultry farming, fisheries, land development & conservation, tree plantation, etc.

Gram Panchayat Secretary (GPS)

The following are the responsibilities that the Gram Panchayat Secretary is required to undertake:-

  1. To exercise all those powers which are specifically conferred upon him under the Panchayati Raj Act or under the orders of Appropriate Authority.
  2. To conduct the meetings of Gram Sabha, Gram Panchayat & its committees and to maintain the minutes of meetings and ensure that resolutions passed at these meetings are carried out.
  3. To attend all the meetings of Gram Sabha, Gram Panchayat, and its Standing Committees and participate in discussions in an advisory capacity without the right to vote or to move any resolution.
  4. To prepare Annual Budgets of Gram Panchayat and to keep all the accounts of Gram Panchayat by a proper recording of its income and expenses.
  5. To keep a record of all types of immovable and movable properties of Gram Panchayat.
  6. To prepare and publish the Voters List of Gram Sabha.
  7. To maintain Birth and Death records of the Gram Sabha.
  8. To keep all the funds of the Gram Panchayat (Cash & Bank).
  9. To make permissible payments as authorized by the Gram Panchayat for various expenses.
  10. Responsible for keeping safe custody of all the records & documents of the Gram Panchayat.
  11. To assist in the preparation of the annual plans and the five-year plans of the Gram Panchayat for timely submission to the District Planning Committee for approval.
  12. To have administrative control over the other employees of Gram Panchayat and to look after their work etc.
