Punitive Inflicting or intended as punishment;

Penal, Disciplinary, Corrective, Correctional, Retributive

Compensatory, Acquitting, Exculpating, Exculpatory, Exonerating, Vindicating The UN has imposed punitive sanctions on the invading country.
Ruthless Not thinking or worrying about any pain caused to others; 

Cruel

Merciful, Compassionate, Gentle

 

Some people believe that to succeed in this world you have to be ruthless.
