In sentence II, the singular verb 'has' disagrees with the plural verb 'developers' and leads to the error of subject-verb agreement. So, it should be replaced with the plural verb 'have' to rectify the error.
In sentence V, the word 'frivolous' means 'insignificant or not important' and is contextually irrelevant to the sentence which states that the national board has the ultimate power to influence the course of the game, globally. So, this sentence is also erroneous. It should be replaced with words like 'significant'.
Hence, the correct answer is option (b).
