Solution :

Vehement(adjective): expressing very strong feelings, or showing great energy or force.

In sentence I, the verb is justifying the emotions that are being discussed in the sentence. So, it is contextually and grammatically an appropriate choice.

However, in sentence II, a bargain is talked about and 'vehement' isn't justifying the context of the sentence. Similarly, in sentence III, 'vehement' does not suit the context.

Hence, option (b) is the correct choice.
