The Bangalore Electricity Supply Company (BESCOM) recently released a 30-day notice to all BESCOM consumers demanding an additional amount as security deposit based on their previous year bill payment, their plan and the consumed load. One of the major reasons for the implementation of the Additional Security Deposit (ASD) was to protect the BESCOM from consumers who fail to pay the electricity bills.

Though ASD will help BESCOM but it does not guarantee that the unpaid bill amount will be recovered through ASD; so, (b) is an incorrect assumption. Also according to the passage, all consumers will pay ASD based on their plan and previous bills; so, (d) is not correct. (e) is an incorrect assumption as it is just the rephrasing of the sentence mentioned in the passage which says "ASD will be based on a consumer's bills, load and plan". The statement in (c) would be the correct assumption as the last sentence of the passage mentions ASD was implemented for protecting BESCOM from the losses they face when people do not pay bills; so, they must have assumed this to be a way that can make consumer pay bills on time. Hence, option c) is the answer.
