Solution :

The correct pairs are B-D and C-F. The pair AE is contextually correct but use of 'pivotal' in 'E' is incorrect, which is an adjective and 'strategic' being an adjective will modify a noun not an adjective. So, 'pivotal' needs to be replaced by 'pivot'. 'BD' forms a pair as 'seaports'(noun) and 'exporting' (gerund used as noun) can take a preposition between them. So, BD is a pair which is both contextually and grammatically correct. 'C' pairs with 'F' contextually and grammatically as use of correlative conjunction 'not only...but also' connects both 'C' and 'F'. Hence, the answer is option c).
