What should be the course of action to stop pranksters from doing harmful pranks?

From I: If the person pranks someone despite the victim's warning and knowing all the medical conditions of the victim. The prankster should be risks getting prosecuted for criminal or civil liabilities or even both.
From II: Some people get inspired by online videos which are on social media and some of the videos posted are without the victim's consent. So, there should be action taken against the prank videos that are posted on social media in which victims got suffered mentally, physically, emotionally, or psychologically. Also, videos must be deleted from the platform.
From III: All the pranksters should be kept in prison for some years without considering the harm they did. Some people do harmless pranks for fun purposes in which the victim also enjoys the prank without getting hurt. So, all the pranksters are not bad so the harm they caused must be taken care of while punishing them. So, this is not followed.
