What Is PMGSY?

The Pradhan Mantri Gram Sadak Yojana (PMGSY) was launched by the Government of India in the year 2000 to provide connectivity to unconnected habitations as part of a poverty reduction strategy by providing to the states the All-weather road networks to unconnected habitations.

As per the latest survey to identify core networks as part of the PMGSY scheme, 1.67 lakh unconnected habitations are eligible for coverage under the scheme. This includes the construction of 3.71 lakh kilometres of roads for new connections and 3.68 lakh kilometres for upgradation.

The PMGSY Scheme has its scope confined to provide only the connection of road networks to the unconnected rural areas. The urban roads are excluded from the scope of the PMGSY Scheme.

Insights Of The Pradhan Mantri Gram Sadak Yojana Scheme

  • The whole purpose of the PMGSY Scheme is to provide good all-weather road connectivity to the unconnected habitations.
  • This scheme only provides single road connectivity. If the habitation is already connected with the All-weather road, then no new road can be connected under the PMGSY Scheme for that concerned habitation.
  • The National Rural Infrastructure Development Agency (NRIDA), Ministry of Rural Development, Govt. Of India is the official website for viewing the PMGSY details and for tracking down the real-time progress of the works taken under this scheme.
  • The rural roads constructed under this scheme will be in accordance with the provisions of the Indian Roads Congress (IRC) as included in the Rural Roads Manual.

  • By boosted connectivity to rural parts of the country, the basic necessities, including enhanced distribution of goods and services, healthcare, education, employment opportunities and all the factors contributing to the socio-economic development of the rural areas, will enhance and will be easily accessed, thereby uplifting the rural people and rural communities. 
  •  PMGSY Scheme being the 100% centrally sponsored scheme, will also increase the agricultural incomes and productive employment opportunities in India and thereby ensuring the sustainable poverty reduction
  • This scheme follows the Cluster Approach where various habitations can be taken under one roof and thereby enabling the provision of connectivity to a larger number of habitations, particularly in the hill/mountain areas.

Impact Of The Pradhan Mantri Gram Sadak Yojana Scheme 

Since the introduction of the PMGSY Scheme on 25th December 2000, many of the rural roads connected to various unconnected habitations, including many states and union territories, are increasing rapidly and thereby uplifting the rural community and providing employment opportunities to the rural people, thereby increasing the overall economic growth of the country.

OMMAS PMGSY 

Online Management, Monitoring and Accounting System (OMMAS) is the digital way of viewing all the details about the PMGSY Scheme and an e-governance initiative under the Digital India Programme. In simple words, OMMAS is the application or a MOBILE APP that enables the user to interact with the PMGSY Scheme on a real-time basis, including all the details like core network, proposals, e-payment, progress monitoring, quality and other reports. The user can also share their valuable feedback regarding the rural roads and can track down the progress in real-time numbers.

PMGSY-I

After the introduction of the PMGSY OR PMGSY-I Scheme, the Govt. of India subsequently launched new interventions/verticals, namely PMGSY-II, RCPLWEA and PMGSY-III.

PMGSY-I was launched in the year 2000, and the scope of PMGSY-I includes providing connectivity to the eligible unconnected habitations of 500 in plain areas and 250 in North-East and Himalayan states as per census 2001.

There are a total of 1,78,184 habitations covered under the PMGSY-I Scheme, and a total of 6,45,627 km of road length and 7,523 bridges have been sanctioned under this scheme.

PMGSY-II

PMGSY-II was launched in the year 2013, May and was approved by the cabinet, which includes consolidation of 50,000 km of the existing rural road network.

The Total of 49,885 km road network and 765 bridges are sanctioned under the scheme of PMGSY-II.

RCPL WEA

Road Connectivity Project for Left Wing Extremism Affected Areas (RCPLWEA) was launched in the year 2016 for construction/upgradation of 5,412 km road length and 126 bridges of strategic importance in 44 districts in 9 states, including Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Telangana and Uttar Pradesh. 

Due to the additional proposals recommended by the Ministry of Home Affairs (MHA), the additional road length of 10,231 km is also included under the scope of RCPLWEA.

PMGSY-III

PMGSY-III was launched in the year 2019, which includes the scope for consolidation of 1,25,000 km existing through routes and major rural links connecting habitations, that is, to the Gramin Agricultural Markets, higher secondary schools and hospitals.

The implementation time period of the PMGSY-III is up to the year 2025, March. 

Status Of The Pradhan Mantri Gram Sadak Yojana Scheme 

From the above statistics, it can be observed that the sanctioned limit for the PMGSY-I, II and RCPLWEA is still not met, and still, there is a gap between sanctioned and completed limits. This gap is due to the ongoing pandemic of covid-19, heavy rains, winters and forest issues, mostly in the northeast and hill areas. So, the extended time period up to September 2022 is granted to complete the remaining works in PMGSY-I, II, and for RCPLWEA, the extended period up to March 2023 is being granted.
